In this specialized role, the Environmental Scientist - Waste Management Technical Specialist will act as an expert in waste management, leading the preparation of technical sections within environmental documents. Responsibilities include providing technical reviews and ensuring quality assurance in waste management assessments. The Specialist will leverage their expertise to contribute to the development and execution of projects within the NEPA team. Collaboration with internal staff and external partners is crucial, ensuring the accuracy and compliance of waste management-related documentation. The Waste Management Technical Specialist will also participate in periodic reviews, provide detailed technical analysis, and maintain meticulous documentation practices. This role requires a professional who can align technical contributions with overall project objectives while adhering to regulatory standards.
Qualifications

- Bachelor's degree in a relevant field.
- 10 years of experience in environmental analysis and documentation.

Ancillary Details Of The Roles
Tasks to be Completed in the Project:
- NEPA Environmental Analysis and Determinations:
- Perform environmental analysis of recipient information and data.
- Develop draft documents, primarily categorical exclusions, under the NEPA review process.
- Conduct data gathering and clarification with the Technology Project Officer (TPO) and project recipients.
- Synthesize information for historic preservation reporting.
- NEPA Inbox Support Functions:
- Monitor and track incoming project submissions and messages to the EECBG NEPA Inbox.
- Provide reports to NEPA personnel on Environmental Questionnaire Verification Checklists, Statement of Project Objectives, and other supporting documentation.
- Enter new project information into the NEPA Tracker in SharePoint.
- Review and track NEPA logs, providing feedback to recipients and Technical Project Officers.
- Forward emails and questions to the NEPA Division Director and/or NEPA Specialist.
- Virtual NEPA Meetings, Virtual Public Meetings & Phone Calls:
- Attend and document results of assigned meetings, hearings, and phone calls.
- Participate in NEPA Division staff meetings, public meetings, and FOA Requirements Document meetings.
- Conduct phone interviews with recipients and contractors preparing NEPA documents.
- Support NEPA personnel in concept paper reviews and development of draft Statement of Project Objectives.
- NEPA Tracking:
- Track and report NEPA progress.
- Update as necessary until NEPA review actions are complete.
- NEPA Records:
- Record GFO's completed NEPA documents in the PMC, network drives, and other designated locations.
- NEPA Environmental Consultations:
- Be involved in and document assigned consultations with federal, state, and local agencies, tribes, and interested organizations.
- Prepare documents of interactions with agencies and organizations regarding compliance with laws, regulations, licensing, and permitting protocols.
- NEPA Environmental Support:
- Provide support for environmental policy and training development.
- Assist in developing Standard Operating Procedures or environmental training.
- Review GFO reports or documents as requested.
