The Role
The Knowledge Manager - State Expansion & Licensing is not a compliance observer or legal theory role at Entyre Care. This person owns licensing end-to-end, so we can scale caregiver compensation programs state by state — fast, clean, and without regulatory surprises. You will be responsible for researching, identifying, applying for, tracking, and maintaining licenses across all states where we currently operate or plan to expand. This role exists to ensure our growth never stalls at the first operational step: obtaining the right licenses.
The Core Entyre Care exists to deliver life-changing support for family caregivers - fast. Our work touches various state Medicaid programs, which means regulation is unavoidable. We don’t treat regulation as a blocker; we treat it as a problem to solve. This role is central to that mindset.
What You Will Do Own Licensing, Start to Finish
Identify all required licenses, registrations, and permits across states, programs, and operating models by conducting comprehensive regulatory research
Build and maintain a living license inventory (required vs. optional, active vs. pending, renewal cycles)
Personally manage applications, renewals, and filings - no hand-offs, no ambiguity
Decide What to Apply For (and What Not To)
Interpret statutes, guidance, and agency feedback
Research what Entyre must apply for versus what is commonly over-applied for
Document and substantiate decisions with rigorous research to ensure they scale beyond individual ownership
Work Directly with Government Agencies
Communicate with state agencies, Medicaid offices, departments of health and labor, and licensing boards
Ask clarifying questions before issues become problems
Track correspondence, interpretations, and informal guidance
Engage agencies in person when helpful to build strong relationships and move processes forward
Turn Licensing into an Operating System
Design repeatable workflows for new state launches, operating model changes, and renewals
Use project management tools to keep work visible, organized, and accountable
Partner With State General Managers and HQ
Clear licensing blockers so state teams can move quickly and confidently
Flag regulatory risks early, before launch decisions are locked
Translate regulatory requirements into operational reality, not legal memos
Experience
3+ years of experience in a research-intensive, process-oriented role, such as consulting, regulatory operations, or similar functions
Hands‑on experience directly submitting and managing licenses strongly preferred
Experience in MBB knowledge teams or Big 4 regulatory/compliance operations strongly preferred
Skillset
Strong regulatory research instincts
Outstanding relationship‑building skills, particularly with government agencies and external stakeholders
Highly organized, with strong ownership of timelines, trackers, and documentation
Comfortable building processes from scratch
Mindset
Preference for ownership and execution over review and observation
Comfort making judgment calls when regulatory guidance is imperfect
Ability to operate independently without reliance on a large team
