35 hours / week – Monday-Wednesday 8:30-4:30; Thursday 8:30-7:30; Friday 8:30-1:00 Bargaining Unit Beverly Municipal Employees Association (BMEA) Summary Works under the general direction of the GIS Coordinator. Performs according to standard office procedures consistent with Department direction and directives. Aids the GIS Coordinator in various tasks related to the maintenance, development, and advancement of the City’s GIS environment, data collection, and analysis.

Supervision Supervision Scope: This role involves a range of diverse and significant responsibilities that necessitate a deep understanding of division operations, along with the ability to apply sound judgment and take initiative, especially in circumstances that lack clear guidelines or established protocols.

Supervision Received: Operates under the broad guidance of the GIS Coordinator, adhering to all applicable rules, regulations, and policies. Responsibilities necessitate the capability to strategize and execute operations, while independently fulfilling tasks in alignment with established timelines and deadlines.

Supervision Given: May mentor, oversee, guide, and train new employees, cooperative students, or seasonal staff.

Oversees and develops data collection tools and field equipment programs.

Provides direction to field crews on data collection requirements and timelines.

Administrative, Financial & Planning Functions

Prioritize assignments and implement workplans.

Interacts with the general public as needed.

Aids in the management of GIS data layers and associated documentation in accordance with general direction.

Manages and maintains data management practices to ensure real-time updates and connectivity.

Coordinates with field crews, DPS and Engineering staff to ensure construction schedules are understood.

Maintains detailed documentation of GIS activities and data collection processes.

Maintain accurate records of work progress and completed tasks.

Provide a clean and well-organized work environment.

Fleet & Equipment Management

Manages and maintains field collection devices and equipment.

Coordinates, develops, and maintains department drone program including equipment and maintenance.

Uses measuring devices and basic hand tools to gather measurements and documentation.

Operates scanning equipment and computer hardware.

Infrastructure, Systems & Technology

Works daily to assist GIS Coordinator in maintenance of various GIS layers for City-wide asset classes.

Develop and maintain integration with City Asset Management/CMMS software platforms.

Manages and maintains field collection devices, equipment, and software including GPS units and tablets.

Utilizes GPS, tablet, and computer hardware/software for data collection.

Compliance, Safety & Professional Standards

Maintains drone program policies and procedures consistent with local, state, and federal regulations.

Stays current with ESRI software updates and GIS industry best practices.

Ensure data collection methods comply with industry standard best management practices.

Special Projects & Emergency Response

Manages and aids in data collection both in office and field settings.

Ensure data is collected in timely fashion to ensure accuracy and completeness.

Responds to urgent data collection needs related to construction schedules.

Additional Duties

Perform or assist with special projects and other duties as required, directed or as situations dictate.

Qualifications Education, Training and Experience College graduate or an equivalent combination of education, training, and experience are required. Familiarity with ESRI software and principals and practices of GIS required. Computer literacy is required.

Special Requirements

Familiarity with Adobe Acrobat and electronic file types and conversion required.

Familiarity with database management, such as SQL “Sequel” and Access required.

Familiarity with Python or programming/scripting language preferred.

Familiarity with scanning equipment and computer hardware required.

FAA acknowledged drone pilot’s license highly desirable.

First Aid/CPR/AED Certification within 90 days of being hired unless such deadline is extended.

Knowledge, Skills and Abilities

Practical working knowledge of municipal administrative structures, departmental coordination, and GIS operations through effective communication, workforce collaboration, and recordkeeping.

Knowledge of local, state, and federal regulations, drone program policies, compliance mandates, and industry standard best management practices with ability to ensure adherence through monitoring and implementation.

Comprehensive knowledge of GIS systems, ESRI software platforms, data layer management, asset management/CMMS software integration, and associated technologies with proficiency in relevant tools and applications.

Knowledge of GPS equipment, field collection devices, tablet technology, scanning equipment, and drone operations including maintenance procedures and data collection methodologies.

Ability to support administrative functions including data management practices, documentation maintenance, timeline coordination, and maintaining accurate records for operational efficiency.

Ability to mentor and guide personnel, oversee and train new employees, cooperative students, and seasonal staff on data collection requirements, drone program operations, and contribute to knowledge transfer.

Ability to effectively communicate with internal divisions, field crews, DPS staff, Engineering staff, and coordinate timely responses through clear, professional interaction regarding construction schedules and data collection needs.

Comprehensive hands-on technical expertise in GIS data collection, field equipment operation, GPS technology, drone program management, and data integration using specialized equipment and industry best practices.

Knowledge of data management practices ensuring real-time updates, connectivity, accuracy, and completeness with understanding of asset management systems and software platforms.

Project management skills in developing, coordinating, and executing data collection activities, field programs, and special projects while maintaining schedules, coordinating resources, and tracking progress.

Ability to independently plan, strategize, and prioritize daily GIS operations and data collection activities, balancing routine maintenance tasks with urgent needs, construction schedules, and established deadlines.

Emergency response capabilities with sound judgment in responding to data collection and display needs related unforeseen situations requiring immediate coordination.

Ability to maintain quality control and compliance through detailed documentation, inspection protocols, and accurate recordkeeping ensuring data collection methods align with industry standards and regulations.

Ability to develop and maintain field collection tools, equipment programs, and drone program including coordination of training, equipment maintenance, and operational procedures.

Technical proficiency in utilizing measuring devices, basic hand tools, scanning equipment, and computer hardware/software for data gathering, documentation, and analysis in both office and field settings.

Ability to create and maintain detailed and accurate records.

Ability to maintain quality control through inspection protocols and accurate recordkeeping.

Ability to make sound decisions and use appropriate judgment.

Knowledge of the tools and equipment, practices, procedures, and materials of the trade.

Physical Demands Close, distance, color, peripheral vision, and depth perception are required. The employee must be able to communicate effectively, as well as hear and smell. Furthermore, the position requires frequent sitting and occasional engagement in activities such as standing, walking, bending, kneeling, crouching, and reaching with hands and arms. Frequently the employee is required to be able to lift up to 10 pounds, occasionally lift up to 30 pounds.

The employee regularly interacts with the public, vendors, contractors, various City divisions and departments, local elected officials, and occasionally with State agencies. Contact is in person, in writing and by phone.

Work is performed in an office environment with a quiet to loud noise level.

The employee has access to confidential information.

The job involves working in an indoor or outdoor environment, with potential exposure to toxic substances, fumes, and airborne particles. Employees may face extreme temperatures related or unrelated to weather, operate near moving machinery, encounter electrical hazards, and experience vibrations.

Errors could result in personal injury/loss, delays or loss of service, monetary loss, injuries to other employees, environmental impacts, damage to buildings and/or equipment, and legal ramifications.

Salary $56,057.09 to $62,989.91 per year, based on collective bargaining wage agreement.
