Summary: Oversees, evaluates and directs the Human Resources Bureau for the Department of Corrections. Reviews and manages key division programs including human resources, payroll, benefits, and recruitment and retention. Ensures that the bureau operates efficiently and effectively, in compliance with relevant state and federal policies, procedures, and regulations. May act in the capacity of the Division Director during their absence, as required./ppYour Experience Counts: Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education./ph3Minimum Qualifications:/h3pEducation/Experience: Bachelors degree and 8.5 years of experience OR equivalent combination of 12.5 years of education and experience after completion of high school. Oversees the interaction of agency staffing plans and human resources policies to accomplish organizational objectives. Ensures the planning and execution of Department recruitment and clearance activities, as required by Department policy, State Administrative Personnel Rules, Police Standards and Training Council Administrative Rules, Prison Rape Elimination Act and the Criminal Justice Information System, ensuring agency compliance with federal and state regulations. Analyzes and develops internal methods to achieve Department-wide organizational goals related to personnel and employment activities in meeting the Departments needs. Monitors operational activities for efficient and effective allocation of agency resources by evaluating programs and recommending changes to policies, procedures and rules as necessary. Formulates appropriate program and financial reports concerning personnel, payroll and position management activities. Oversees time and attendance practices and procedures ensuring the agency is in compliance with current State policies and practices. Collaborates with the Division Director on labor relations topics and issues that impact the agency and assists in the development of solutions and responses to resolve grievances and appeals. Manages and supervises other professionals in developing agency-wide implementation of personnel objectives and conformance to multiple collective bargaining agreements. Develops Departmental human resource policies and procedures to ensure compliance and consistent application of Personnel Rules and other required regulations that impact the agency.
