Maintenance Foreman

WHAT YOU’LL BE DOING AS A MAINTENANCE FOREMAN

Provide professional, courteous service to residents.

Communicate maintenance timelines and access requirements clearly.

Support management during inspections (HUD/NSPIRE, LIHTC, local housing inspections).

Ensure timely follow up on all required corrections for all inspections. The Union Maintenance Foreman is a senior, working maintenance classification responsible for coordinating the daily flow of maintenance work while performing hands‑on skilled maintenance duties. This position does not have supervisory authority and does not hire, discipline, evaluate, or otherwise exercise independent judgment over employees. All duties are performed in strict accordance with the applicable Teamsters Collective Bargaining Agreement (CBA).

DUTIES AND RESPONSIBILITIES:

Work Coordination (Non‑Supervisory)

Coordinate and distribute daily work orders among maintenance staff consistent with CBA classifications, seniority rules, and established procedures.

Prioritize maintenance activities based on safety, habitability, regulatory compliance, and operational needs.

Track work order progress and communicate status updates to management.

Serve as the lead maintenance point of contact for daily operational coordination.

Facilitate daily job briefings related to work assignments and safety topics (non‑disciplinary).

Hands‑On Maintenance Duties

Perform skilled maintenance and repair work including plumbing, electrical, HVAC, appliance repair, carpentry, drywall, painting, and general building maintenance.

Assist with apartment unit turnovers to meet quality and timeline standards.

Diagnose maintenance issues and determine appropriate corrective actions.

Respond to emergencies and participate in the on‑call rotation as required.

Vendor & Contractor Coordination

Coordinate access, scheduling, and scope of work for vendors and contractors.

Monitor vendor work for completion, quality, and safety compliance.

Report deficiencies or follow‑up needs to management.

Assist management by confirming completion of vendor work prior to invoice approval.

Preventive Maintenance

Coordinate preventive maintenance schedules for building systems and equipment.

Ensure completion and documentation of routine inspections and maintenance tasks.

Identify recurring maintenance issues and recommend corrective solutions to management.

Inventory & Materials Management

Maintain organization of the maintenance shop, tools, and equipment.

Monitor inventory levels and request materials in accordance with established procedures.

Promote efficient use of supplies and cost control.

Ensure proper storage and handling of materials and chemicals.

Safety & Compliance

Perform work in compliance with OSHA regulations, building codes, fire/life safety standards, and company policies.

Follow and promote safe work practices, including use of PPE, LOTO, and hazard communication procedures.

Participate in safety inspections and report unsafe conditions.

Maintain required logs and documentation

GENERAL

Identifies major building improvement/repairs/replacements and collaborates with Regional Facilities Manager to establish job specifications and the scope of work for these jobs. Review competitive bids when received by the Regional Facilities Manager. Issues regular updates to the Regional Facilities Manager of the status of planned improvements/repairs and works in progress.

Assists in supervising building improvement/repair projects to assure compliance with job specifications, contract documents and building regulations and codes.

Performs, at a minimum, monthly written site inspections, targeting specific areas which may need additional improvement. Inspections should include, at a minimum, observations of general cleanliness, preventive maintenance and inventory control compliance, mechanical system performance and curb appeal/site presentation issues.

Participates in annual budget estimates and works with Regional Facilities Manager and/or the Regional Manager to identify present and future maintenance/technical needs for the properties.

Assists in initial screening interviews of superintendents and/or other maintenance job categories, where needed.

Collaborates with Regional Facilities Manager, and other outside sources, if necessary, to formalize a preventive maintenance program and inventory control procedures for all sites within the region.

Reviews properties regularly to assure compliance with all fire and safety codes and regulations. Suggest precautionary repairs where risks begin to appear.

Supervises regular, periodic testing/inspections of all fire alarms, smoke detectors, fire extinguishers, etc.

Attends, if necessary, any building violation hearings or union arbitrations.

Collaborates with Regional Facilities Manager on emergency plans (i.e. fire, life, safety systems, etc.) and confirms that staff are trained and capable of carrying out required procedures.

Troubleshoots, with the Regional Facilities Manager, any/all major building mechanical problems and works to solve problems timely and cost effectively.

Interfaces with Regional Facilities Manager to assure that RA’s building standards (particularly with respect to building cleanliness, apartment turns and preventive maintenance) are always maintained.

Ensures that all measures are taken to maximize energy efficiency.

Notifies the Regional Manager of any incidents that may result in an insurance claim or any potential liability problem that is noted.

Carries an on‑call cell phone and responds to twenty‑four‑hour emergency calls when assigned to on call duty.

Provides technical training to on‑site staff, where necessary, in the areas of technology, building systems and environmental issues, to maximize productivity and strengthen our commitment to “promoting from within” for future employment opportunities.

Working knowledge of regulatory and building code requirements, including health, safety and environmental issues.

Assists in the implementation of corporate operations and maintenance policies as they relate to environmental issues, i.e. asbestos, lead paint, diesel, right‑to‑know, etc.

Special Projects

As assigned by the Regional Manager or Regional Facilities Manager.

COMPENSATION

$38/hr - $40 / hour

Qualifications WHO WE ARE LOOKING FOR

Qualifications

7 - 10 years of experience in multifamily or facilities maintenance.

Experience functioning as a lead or foreman without supervisory authority.

Strong knowledge of building systems and repair techniques.

Ability to interpret and comply with the Teamsters CBA.

Strong organizational and communication skills.

Valid driver’s license.

Preferred certifications: EPA Universal, HVAC, CPO, or equivalent.

KNOWLEDGE AND SKILLS

Working knowledge of equipment, materials and supplies used in facility maintenance; working knowledge of equipment and supplies used to do repairs.

Knowledge in the proper and safety techniques of building maintenance; some knowledge of first aid and applicable safety precautions.

Working knowledge of Microsoft Office and Facilities Management software systems.

Ability to select and oversee the work of consultants and contractors for building repairs and renovations.

Ability to organize, analyze, interpret and evaluate problems and provide practical, cost effective solutions.

Excellent communication and interpersonal skills.

Ability to plan, organize and monitor the work and activities of self and direct reports; ability to plan, organize and monitor activities according to priorities, established schedules and deadlines.
