Grade: 61 Hiring Range $34,856 - $60,458
Compensation commensurate with experience.
General Description of Duties
This position performs responsible administrative and clerical work of a legal nature in the Office of the Register of Deeds. The employee records, reviews, and indexes daily recorded instruments and land records, rejecting documents that do not meet North Carolina Recording Standards. Duties also include scanning land record documents, processing cancellations of deeds of trust, administering notary public oaths, issuing marriage licenses, providing certified copies of vital records, and assisting attorneys, paralegals, surveyors, and the public in locating documents.
The employee serves as the primary point of responsibility for office operations and staff in the absence of the Register of Deeds. The role requires complete accuracy, strong knowledge of the General Statutes, and sound judgment in applying statutory requirements and office policies. Tact, courtesy, and firmness—when necessary—are essential when interacting with the public. Work is performed under the supervision of the Register of Deeds and evaluated through daily observation, discussion, and the accuracy of completed work.
Essential Duties and Tasks:
Review and record legal documents, including land records and UCC filings, ensuring compliance with North Carolina Recording Standards.
Index daily recorded instruments such as deeds, plats, powers of attorney, and articles of incorporation.
Issue marriage licenses and certified copies of vital records (birth, death, marriage, military discharge).
Assist the public, attorneys, and surveyors with locating and researching documents.
Administer Notary Public oaths and maintain required records.
Scan and upload documents to ensure accurate digital imaging for public access.
Assist with daily cash balancing, excise stamp processing, and preparation of deposits.
Provide administrative support and prepare reports as needed.
Serve as backup for the Register of Deeds and assist with staff and operational needs.
Additional Job Duties
Cross trains with staff to provide backup support for all office functions.
Performs related duties as assigned.
Knowledge, Skills and Abilities:
Strong understanding of legal document recording and indexing requirements.
Knowledge of Register of Deeds functions, real estate instruments, and vital records.
Proficiency with modern office technology and document management systems.
Ability to type accurately and operate standard office equipment.
Excellent communication and customer service skills.
Ability to work with accuracy, follow procedures, and maintain confidentiality.
Ability to work effectively with the public, legal professionals, and county staff.
Physical Requirements This position requires the ability to perform light physical work, including standing, walking, reaching, lifting up to 20 pounds, and repetitive motions. Visual acuity is required for working with documents, data entry, and research.
Minimum Training and Experience Minimum training and experience required for this position include an associate degree in Business Administration or a related field, along with considerable experience working in a Register of Deeds Office or in a similar public contact and records-focused environment. An equivalent combination of education and experience will also be considered.
Special Requirements Candidates must hold, or be able to obtain, Register of Deeds certification within the timeframe established by the Register of Deeds. They must also possess, or be able to obtain, Notary Public certification within the required timeframe.
