Spotsylvania County
Under general supervision, performs fiscal control and governmental accounting functions, including journal entry preparation; account analysis and reconciliation; monthly and annual ledger closing; audit of accounts payable and accounts receivable activity; assists with fixed asset accounting; assists with year‑end audit and annual Cost Allocation Report; oversight of County credit cards and all related training; preparation of annual 1099s. This is the first of a three‑level professional series. Work requiring the application of theoretical knowledge of account relationships to the basic design of accounting systems and the examination, analysis, and interpretation of accounting data and reports distinguishes this series from the accounting technical support classes. Work that requires the skill to apply more advanced accounting skills to integrate decisions and individual transaction relationships with county‑wide accounting objectives distinguishes this class from the next higher level. May direct and coordinate activities of other accounting technical staff. Reports to the Accounting Supervisor.
Responsibilities
Assists Accounting Supervisor with accounts payable (AP) and Accounts Receivable (AR) tasks, including review of invoices for the weekly check run, annual Form 1099 reporting requirements for the County; assures compliance with all applicable IRS reporting requirements; assists with the review and approval of journal entries and reports created by the AR technicians, provides direction, training and support to Accounting Technician personnel as needed.
Performs fiscal control and governmental accounting functions; prepares journal vouchers for entry into the general ledger system; performs account analysis and account reconciliations; assists with AP and AR audit samples and workpapers.
Assists with the training of financial systems, procedures, and policies to enhance efficiency in all finance areas.
Oversees the management of all County credit cards to include opening, card maintenance changes, and closing of cards.
Performs month‑end social service and CSA reconciliations to the County Financial System and Form 1099 reporting.
Back up to the Accountant II for fixed asset accounting, to include maintenance of asset ledgers, tracking of receipts, disposals, and transfers; assists with the preparation of required fixed asset reports.
Assists with the development of the County’s Cost Allocation Plan; works with departments to obtain data and prepare cost allocation spreadsheets for review.
Communicates with direct supervisor, employees, other departments, County officials, Internal Revenue Service, federal/state agencies, insurance representatives, vendors, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/directions.
Maintains a comprehensive, current knowledge of applicable laws, regulations, and reporting requirements; maintains an awareness of new procedures, trends, and advances in the profession; reads professional literature; attends workshops and training sessions as appropriate.
Performs other related duties as required.
Qualifications Bachelor’s Degree in Accounting; supplemented by three (3) to five (5) years of previous experience and/or training that includes accounting and personal computer operations; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities.
Knowledge of the policies, procedures, and activities of the County and of departmental practices as they pertain to the performance of duties relating to the position of Accountant I.
Knowledge of general accounting practices, procedures, and methods, and general accounting principles.
Knowledge of federal/state tax reporting requirements and related forms, timetables, and procedures.
Knowledge of the terminology, principles, and methods utilized within the department.
Knowledge of how to keep abreast of any changes in policy, methods, computer operations, equipment needs, or policies as they pertain to departmental operations and activities.
Ability to comprehend, interpret, and apply regulations, procedures, and related information.
Ability to effectively communicate and interact with employees, supervisors, members of the public, and all other groups involved in the activities of the department.
Ability to assemble information and make written reports and documents in a concise, clear, and effective manner.
Ability to use independent judgment and work with little direct supervision as situations warrant.
Ability to read and understand financial and computer reports and related materials.
Ability to compare and/or judge the readily observable functional, structural, financial, or compositional characteristics of data, people, or things.
Ability to speak and/or signal people to convey or exchange financial information.

Physical demand requirements are at levels of those for sedentary work, exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly. Requires the ability to inspect items for proper length, width, and shape, visually, with office equipment. Requires the ability to coordinate hands and eyes in using automated office equipment. Requires the ability to handle a variety of items, office equipment, control knobs, switches, etc. Must have the ability to use one hand for twisting or turning motions while coordinating the other hand with different activities. Must have minimal levels of eye/hand/foot coordination. Requires the ability to differentiate colors and shades of color. Requires the ability to talk and/or hear (talking - expressing or exchanging ideas by means of spoken words; hearing - perceiving the nature of sounds by ear).
