Description
The City of Norfolk's Department of Utilities is seeking qualified individuals for a Utility Maintenance Supervisor in its Wastewater Division. The Supervisor monitors employees responsible for the repair and maintenance of wastewater pump stations, ensuring compliance with safety regulations. Responsibilities include assisting customers with wastewater concerns, troubleshooting pump station functions, responding to customer complaints, ensuring stations remain functional, monitoring the Supervisory Control and Data Acquisition (SCADA) system, and performing related duties as needed.
Essential Functions
Supervises the maintenance of wastewater pump stations. Resolves issues by investigating complaints, inspecting necessary materials and equipment, scheduling and supervising work, and documenting progress and productivity.
Maintains infrastructure by assessing, scheduling and supervising work and tracking costs. Manages projects by investigating complaints, working with engineers to determine the best resolution, documenting repairs, writing work orders, supervising deliveries, and monitoring work and costs.
Monitors the SCADA system to determine the operating condition of all sanitary sewer pump stations and associated alarms.
Controls inventory by conducting yearly inventories, procuring supplies and materials from vendors and the City’s storehouse while following purchasing guidelines; prepares daily timesheets and records materials used.
Supervises maintenance of grounds by monitoring mowing, weeding, mulching, herbicide spraying, and litter removal at multiple stations.
Manages employees by inspecting job sites, evaluating staff performance, assigning workers to planned tasks, assisting crew when needed, reviewing timesheets, preparing reports, conducting performance evaluations, and coordinating orientation and ongoing training. Assists with job interviews.
Ensures compliance with safety measures by conducting safety inspections, informing employees about precautions, evaluating sites for OSHA compliance, contacting Miss Utility, designing traffic patterns for repair crews, developing and enforcing a safety program, and maintaining contact with city and state health and environmental officials.
Assists customers with wastewater concerns by meeting with them to answer questions, describe repairs, and schedule service disruptions and street closures.
Responds to emergencies by leading pump station teams and providing after‑hours response to sanitary sewer pump station issues.
Manages pump station maintenance through the City’s work order management system.
Works with the Engineering and Technology Division for review of pump station design plans and general engineering issues.
Education / Experience
Work requires knowledge necessary to understand basic operational, technical, or office processes. Equivalence to four years of high school or higher. More than four years of utility maintenance–repair–construction experience preferred.
Additional Information & Requirements
Valid commercial driver’s license: Class “B” Commercial Driver’s License required. Additional duty‑specific training and certification may be required within six months.
Work Hours : Monday – Friday, 7:00 a.m. – 3:30 p.m.
Work Location : Combined Operations Center, 1316 Ballentine Blvd, Norfolk, VA 23502
Essential Position : May be required to work extended, rotating, on‑call, nights, weekends, and/or holidays in response to emergencies or severe weather.

Permanent full‑time and permanent part‑time classified, unclassified permanent, full‑time special project, and constitutional employees who have completed six months continuous service are eligible to apply.
