Description
Work individually or as a part of a team of Transportation Construction Inspectors to provide oversight of contractor's work efforts by ensuring quality control and contract compliance for roadway, structure, and bridge construction/maintenance projects of routine to moderate complexity, under the direction of a Transportation Construction Supervisor (TCIS), Construction Manager or designee.
Essential Functions of this position include but are not limited to the inspection and documentation of work in the following areas:
Inspection and monitoring of contractual field work including excavation, drainage facilities, roadway surfaces, and structures
Reporting contractor's daily operations
Taking field measurements of pay items
Reviewing placement of and witnessing tests associated with the quality control of construction materials
Reviewing line, grade, dimension, and elevation parameters.
Overseeing and enforcing the installation of appropriate erosion and sediment controls
Overseeing and enforcing the installation of highway work zones and traffic control devices
Maintaining project records including daily Project Site Activity (PSA) reports, materials notebooks, as-built plans, pay quantity records, and monthly estimates
Reviews and monitors Equal Employment Opportunity/Disadvantaged Business Enterprise (DBE) documentation and compliance with Federal labor requirements/regulations for Federal-aid construction projects, ensuring contractor compliance with program requirements

Requirements Required Education & Experience
Must qualify as a TCI-1, TCI-2 or TCI-3
NECEPT Bituminous Asphalt Field Technician Certification and/or PennDOT Concrete Field Technician Certification as indicated for level of qualification
NICET Certification (preferred)
Additional Eligibility Qualifications The successful Transportation Construction Inspector candidate is expected to be proficient in and possess knowledge and experience in the following areas:
ECMS Engineering and Construction Management System
PPCC - PennDOT Project Collaboration Center
Operation of computer equipment
Operation of iPad including functional knowledge of appropriate associated and required "Apps" i.e. Concrete app, MPT app, VSIR app, etc.
Roadway, structure and bridge construction/maintenance/repair/rehabilitation methods, materials, standards and specifications
Ability to read and interpret roadway, structure and bridge plans and specifications
Application of mathematical formulas including algebra, geometry and trigonometry
Maintenance of detailed records
Perform and document required materials testing
Ability to communicate with the client, contractor personnel and the general public in a professional and courteous manner

Work Environment This job is performed in an office environment and or transportation construction field job sites. This role routinely uses field and standard office equipment such as computers, tablets, phones, photocopiers, digital cameras, filing cabinets, nuclear gauges, surveying tools, and other field-testing equipment materials.
Physical Demands The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
While performing the duties of this job, the employee is regularly required to talk or hear. The employee is frequently required to stand; walk; climb, drive; use hands; and reach with hands and arms.
Position Type/Expected Hours of Work This is a full-time seasonal position. Flexibility to meet client or contractor schedule is important.
Travel Most assignments do not require more than an hour of travel to and from job sites. However, some assignments will require extensive regional travel each day and others could require staying out of town overnight if distance to job site is greater than 90 miles from home.
