Program Supervisor – Community & Employment Services Location: White Bear Lake, MN

Phoenix Alternatives Inc. (PAI) is seeking a Program Supervisor to join our leadership team supporting multiple service areas within the organization. This is a regular, ongoing Program Supervisor position and must meet Designated Coordinator (DC) qualifications under DHS 245D.

This role is designed to evolve over time in response to organizational growth and service needs. Initially, the Program Supervisor will support Employment Services and Community Day Support Services (CDSS). CDSS is a community-based program in which individuals begin and end their day at home, with staff providing transportation and support throughout the day while participating in activities such as visiting libraries, malls, parks, and other community locations. Unlike traditional day services, services are delivered entirely in the community rather than at a fixed program site.

Over time, this position will transition to support a new line of business currently in development, while also providing leadership and case management support within PAI's In-Home Services and Respite programs.

Position Summary The Program Supervisor provides leadership, supervision, and operational oversight to ensure high-quality, person-centered services in compliance with Minnesota DHS 245D licensing requirements and PAI policies. This position will support multiple service areas over time and collaborate closely with program leadership to ensure continuity and quality of services.

Key Responsibilities Employment Services & Community Day Support Services (Initial Focus)

Provide day‑to‑day supervision, coaching, and support to staff delivering Employment Services and CDSS.

Ensure safe and effective community-based service delivery, including transportation and participant support.

Coordinate staffing, schedules, and service coverage.

Conduct observations and provide feedback to staff to support quality service delivery.

Ensure accurate and timely documentation and reporting.

Respond to incidents and service‑related concerns and ensure appropriate follow‑up.

In-Home Services, Respite & Emerging Programs (Evolving Focus)

Transition into supporting In-Home Services and Respite programs as organizational needs evolve.

Provide leadership and case management support for individuals receiving in‑home and respite services.

Develop, review, and maintain required DHS service plans, safety plans, and person‑centred documentation in collaboration with case managers, guardians, and team members.

Support development and implementation of new service lines and programs.

General Program Leadership

Supervise, train, coach, and support Direct Support Professionals and program staff.

Assist with interviewing, hiring, onboarding, and retention of staff.

Ensure staff complete required initial and ongoing training.

Monitor compliance with DHS licensing standards and PAI policies.

Collaborate with other Program Supervisors and leadership to support organizational goals.

Qualifications Required (Designated Coordinator – DHS 245D)

Bachelor's degree in a human services‑related field and one year of full‑time direct care experience; OR

Associate degree or diploma in a human services‑related field and two years of full‑time direct care experience; OR

Four years of full‑time direct care experience with individuals with disabilities or older adults.

Additional Requirements

21 years of age or older.

Ability to pass and maintain DHS background study clearance.

Supervisory or leadership experience in a human services setting.

Knowledge of DHS licensing requirements and person‑centred practices.

Valid driver's license, reliable transportation, and acceptable driving record.

Strong communication, organization, and problem‑solving skills.

Preferred Qualifications

Experience with Employment Services, CDSS, Individualized Home Supports, or Respite Services.

Case management or service coordination experience.

Experience supporting community‑based programs.

Schedule & Work Environment

Community-based role with work occurring in homes, community settings, and employment sites.

Primarily weekday hours, with flexibility as needed to meet program and staff needs.

Compensation $47,000 – $54,000, depending on experience.

Salary: $22.60 - $25.96 per hour.
