Administrative Specialist – Cross Connection Control
Hiring Range:
$52,903 - $61,259 Hours:
8:00 am - 4:30 pm
Position Description The City of Durham’s Department of Water Management (DWM) seeks an energetic, enthusiastic and well‑organized individual for the role of Administrative Specialist. This key position provides administrative support to the Cross Connection Control (CCC) division, which includes the CCC Administrator, inspectors, and technical staff. The successful candidate will manage tasks related to issuance of backflow permits, approval of licensed contractors, processing payments, plan reviews, and classes; submit payment requests to CBS, review backflow test and maintenance reports, coordinate enrollment in backflow testing courses, and process correspondences such as the CCC Inbox, NOVs, repair letters, and water termination letters. Decision‑making involves coordination of transactions and processes at the highest level of standard operating tasks, providing direction to CCC inspectors on inspections and linked building permits for certificates of occupancy. This fast‑paced environment requires managing multiple projects with frequent interaction with employees, contractors, and customers. The role also requires proficiency in Word, Excel, Access, MUNIS, and the LDO database system.
Duties & Responsibilities
Issuing / disapproving backflow permit applications
Enforcement and regulation of the City’s Cross Connection Control (CCC) Program in compliance with NC Building Code (Plumbing & Fire), Department of Environmental Quality (DEQ), NC General Statutes, NC Administrative Code, Safe Drinking Water Act, and the City of Durham CCC Ordinance
Meeting coordination and calendar management
Monitoring and evaluating program activities
Time keeping
Retrieving data
Preparing personnel reports
Filing, ordering supplies
Completing special projects as assigned
Minimum Qualifications & Experience
Associate’s degree or equivalent in business or related field
Two years of advanced administrative support experience
Must have a valid, unrestricted North Carolina driver’s license, or be willing and able to obtain one within 60 days of hire
Additional Preferred Skills
Skilled with Microsoft Suite
Previous experience in plumbing, cross connection control / backflow, code enforcement and inspection
Proficiency at picking up new computer systems
Ability to multi‑task
Ability to maintain confidential information
Prepare clear and concise reports based on data research performed
Provide effective leadership and coordination in developing solutions, recommending new techniques, and may supervise staff procedures with ability to independently perform projects
Establish and maintain effective working relationships
Communicate effectively, orally and in writing
Positive attitude and energetic team player to accomplish division and department goals
Working knowledge of MUNIS and LDO software
Past experience working with plumbing, fire, and/or utility contractors
