Keolis Commuter Services is seeking a highly experienced General Manager & Safety & Training Manager to lead operations and safety for Lodi, CA.

Key Accountabilities Strategic Planning and Mobilization
Lead the mobilization of the contract to commence passenger services safely, on time, on budget and meeting contractual milestones.
Develop and review the integrated annual business plan, including lessons learned from the bid.
Lead delivery approach: milestones, dependencies, scope, resources, budgets and quality.
Resourcing for organizational performance optimization.
Identify key business priorities and organizational synergies.
Recommend differential investment.
Monitor performance improvements and maintain a monthly visualization room to drive engagement.
Report monthly to senior management on overall performance, encompassing all KeoLife pillars.
Safety
Accountable for overall organizational safety performance.
Ensure statutory and regulatory safety policies are applied and adhered to.
Maintain safety governance and continuously promote safety performance.
Create a just culture within the organization.
Drive continuous improvement in safety performance (e.g., AFR and IFR).
Model exemplary safety‑oriented behaviors.
Operational Performance (Operations & Maintenance)
Plan, deliver and continuously improve passenger service delivery.
Implement and monitor operations and maintenance processes using Keolis best practices.
Monitor and report operational performance metrics (OTP, service delivery, revenue, fleet availability).
Collaborate with clients and communities on special event services.
Adopt an asset management approach focused on safety, availability and reliability.
Assist clients in asset replacement decisions, positioning Keolis as a strategic partner.
Customer Satisfaction
Lead overall customer experience.
Implement customer‑centric processes and continuous improvement.
Promote a culture where staff think like a passenger.
Investigate and respond to customer feedback.
Support a network‑wide customer satisfaction strategy through inter‑modality collaboration.
Employee Engagement
Set leadership tone through Keolis management principles.
Drive an engaging culture for optimal performance.
Lead senior management team and create a collaborative environment.

Manage union relationships and conduct CBA negotiations.

Client and External Relationships
Maintain quality client relationships and contract governance.
Review contractual compliance and act on gaps and audit findings.

Ensure stakeholder relationships remain positive and supportive.
Represent Keolis at client board meetings and communicate key messages internally.
Growth and Commercial Development
Represent Keolis to public transport agencies and private entities.
Identify local market opportunities to expand contracts and revenue streams.
Scan market for future development opportunities and recommend targets.
