Startup Commissioning Manager
Location Los Angeles and Long Beach, CA (may travel to Thousand Oaks, Temecula, San Diego)
Duration Permanent, direct hire
Salary 230-250k + company bonus and project bonus
Base pay range: $230,000 to $250,000 per year
Travel 90% travel throughout Southern CA
Must Haves
Personable individual able to maintain and develop relationships with project owners and operators
Willingness to work onsite full-time during commissioning, including extended hours and travel between multiple projects in Southern California
7+ years experience in construction of water, wastewater, or industrial process (oil & gas refineries, chemical plants, or pulp & paper)
Experience with a full cycle startup at a plant facility

Day to Day Insight Global is seeking a Water/Wastewater Startup & Commissioning Manager to join a GC Construction Client in the Southern California area. This construction client is a large general contracting, construction management, and design-build firm operating in the U.S. in building, transportation and water sectors. This individual will lead the startup and commissioning of water, wastewater, advanced purification, and pumping facilities across Southern California for 3 startup plants at the time of hire. The role is key to safely and efficiently bringing complex process systems online, verifying that they perform as designed, and ensuring a smooth transition from construction to operation. This role will be involved in interviews for pursuits in the future and getting plans started for other potential bids.
Responsibilities
Lead all startup, commissioning, and acceptance testing activities for treatment plants, pump stations, and process systems.
Collaborate with construction, engineering, and operations teams to develop and implement commissioning and startup plans, acceptance test plans, and operator handoff procedures.
Coordinate testing, sampling, and documentation with engineering teams, subcontractors, vendors, and owner representatives.
Develop and maintain a detailed schedule to manage phased commissioning activities, including pre-commissioning, component testing, functional testing, and performance testing.
Oversee electrical, instrumentation, and control system testing, including loop checks, interlock verification, and process automation validation and troubleshooting.
Conduct or oversee process performance testing and regulatory demonstration testing as required, including attending meetings with regulators if required.
Support operator training, SOP and O&M documentation development, and facility turnover.
Participate in presentations and interviews for project pursuits as one of Walsh’s commissioning experts.
Maintain compliance with safety standards and OSHA requirements throughout all startup and commissioning phases.
