Starting Hiring Range:

$61,219 - $70,868, annually

Responsibilities

Directly supervise ECC shift operations to ensure adherence to policies, procedures, and federal/state regulations.

Serve as on‑duty shift supervisor and liaison between communications personnel and Police, Fire, and other public safety departments.

Perform duties of Emergency Communications Officer as needed and may act in the role of Communications Manager when delegated.

Prioritize emergency and non‑emergency calls for service and direct the deployment of public safety resources.

Ensure minimum staffing levels are maintained; create, maintain, and update shift schedules.

Monitor staff performance, provide coaching, corrective action, counseling, and disciplinary measures as needed.

Conduct ongoing performance evaluations and annual reviews for assigned personnel.

Provide and oversee initial and continuing training for communications staff; prepare and deliver instructional material.

Investigate complaints, monitor radio and telephone activity, and conduct random call and radio audits to ensure protocol compliance.

Assist with policy development, revisions, and implementation of ECC directives and operational guidelines.

Maintain records, logs, personnel files, timekeeping, equipment inventories, and operational documentation.

Process requests for recordings, open records requests, and provide testimony as required.

Coordinate with technology and support units to ensure equipment maintenance, upgrades, and operational readiness.

Respond to higher‑level incidents and events, briefing command staff as required.

Ensure compliance with IAED protocols and quality assurance standards.

Perform other duties as assigned.

Education & Experience High school diploma or G.E.D. required; some college coursework preferred.

Minimum of two (2) years of public safety dispatch experience with at least one (1) year as a certified training officer.

Preferred: Four (4) years of public dispatch experience, including two (2) years or more as an Emergency Communications Supervisor.

Preferred Qualifications

Demonstrated ability to perform effectively under pressure and correctly handle emergency situations following ECC procedures.

Ability to plan, organize, and coordinate administrative assignments independently, requiring minimal oversight.

Strong leadership, supervisory, coaching, and conflict management skills.

Professional, clear, and effective communication in English, both verbally and in writing.

Ability to establish and maintain effective working relationships.

Advanced ability to interact with people in a professional and congenial manner.

Advanced knowledge of city and departmental practices, procedures, and systems.

Operational proficiency of dispatch equipment and software, including 911 phone and radio systems, voice logging systems, teletype and real‑time text systems, CAD, paging and alarm software and monitoring, TX and NCIC, Microsoft Office, and other communications technologies.

Ability to read and interpret safety rules, operating and maintenance instructions, procedure manuals, and other documentation.

Ability to write reports, business correspondence, and input accurate documentation under pressure, using proper grammar, spelling, and format.

Strong reasoning and problem‑solving skills; ability to apply common sense to analyze variables and solve problems in standardized and dynamic situations.

Ability to supervise and oversee full‑ and part‑time ECC employees, provide coaching, feedback, and performance evaluation.

Ability to maintain a high level of confidentiality, professional appearance, and punctuality.

Special Requirements Must be at least 18 years of age, a U.S. citizen, and meet all required licensing standards.

Must be able to pass a comprehensive background check, CJIS and fingerprint check, and comply with state and federal requirements for criminal justice information security standards.

Must work a variety of shifts as assigned, including days, evenings, nights, weekends, and holidays.

Must respond to critical incidents, man‑made or natural.

Position is classified as a safety‑sensitive position and is subject to random drug and alcohol testing during the course of employment.

Licenses & Certifications

Valid class C Texas Driver’s License with acceptable driving record.

TCOLE Telecommunicator License.

TCOLE Intermediate Telecommunicator Certification.

TCIC/TLETS Full Access Operator Certification.

ProQA Emergency Medical Dispatch certification (preferred).

Work Environment Works primarily in a climate‑controlled office environment; physical demands are sedentary with prolonged periods of sitting. Requires light eye, finger, wrist, and arm fatigue from continuous use of motor senses, with ability to maintain alert motor functions at all times during a shift. Ability to hear and understand callers through each ear while wearing a headset.
