DAMAGE PREVENTION CREW LEADER City of Monroe, NC

Advanced technical and leadership position responsible for providing field leadership, managing work schedules, training, and accountability of Damage Prevention Specialists. Ensures compliance with PHMSA regulation 49 CFR Parts 192.614 and 192.935, NCGS Chapter 87 Article 8A, and the Underground Utility Safety and Damage Prevention Act. Serves as primary field coordinator and first point of escalation for contractors, internal departments, and staff regarding locate and damage prevention activities.

Physical demands: may require exerting 50 pounds of force occasionally and 20 pounds frequently; tasks include balancing, stooping, kneeling, crouching, reaching, walking, lifting, and operating motor vehicles under varying environmental conditions.

Supervise and coordinate daily activities of Damage Prevention Specialists, provide on‑the‑job training, and maintain accountability.

Locate and mark natural gas, electric, water, sewer, and fiber optic utilities; provide location for NC811 locate tickets.

Coordinate and inspect construction activities crossing or exposing utilities; investigate third‑party damages.

Maintain NC811 One Call System, enter and clear tickets, and respond to emergency locate requests.

Prepare and maintain maps, files, and records; review maps for quality assurance.

Manage encroachment permit submittals and assist with installation of critical asset markers.

Assist the Damage Prevention Supervisor with planning, workflow management, and process improvements.

Promote and enforce safety protocols and proper use of PPE; participate in compliance audits with NCUC.

Education & Experience High school graduation (or equivalent) and a minimum of five years’ experience in utility construction or maintenance, including skilled experience locating underground natural gas, electric, water, wastewater, and fiber optic cables. Lead, trainer, or field coordination experience strongly preferred. Must maintain required Operator Qualifications (OQs) under the Natural Gas Divisions OQ Program and possess a valid NC or SC driver’s license. CPR and basic first‑aid certification required within one year of employment.
