Job Description
MAJOR FUNCTIONS CONSTRUCTION AND TESTING INSPECTOR I, II Performs inspection services for roadway construction projects, drainage construction projects and other related roadway/highway or site development project construction inspections including sewer and water systems construction inspection and testing. Performs inspection services for roadway construction projects, drainage construction projects and other related roadway/highway or site development project construction inspections including sewer and water systems construction inspection and testing. May train less experienced inspectors as required. CONSTRUCTION AND TESTING INSPECTOR III Performs inspection services for roadway construction projects, drainage construction projects and other related roadway/highway or site development project construction inspections including sewer and water systems construction inspection and testing. May train less experienced inspectors as required. ILLUSTRATIVE DUTIES CONSTRUCTION AND TESTING INSPECTOR I Ensures construction meets the approved plans and specifications and complies with County, State and Federal regulations. Works closely with the Lead Construction & Testing Inspector and the Project Manager reporting job progress, measurement of quantities; reviews and approves payment request. May be asked to attend various project related meetings. Reads and interprets design plans and specifications. Observes construction activities and inspects work to ensure that project/work meets approved plans and quality standard specifications required. Inspects road grading and surfacing work for proper materials, width, depth, grade, drainage, and mixture. Samples and performs road surface (asphalt) mixture field and laboratory tests. Performs soil‑sampling test. Determines quantities of materials used and monitors work project completion according to contract specifications and time frames/schedules. Verifies installation of road signs or appurtenant traffic signs or equipment. Inspects construction of water and sewer systems including jacking and boring, pumping systems and lift stations, and collect samples for laboratory testing. Completes records of materials used, work progress schedules and results of contractor tests. Makes both oral and written field recommendations to advise contractors or technicians of any areas of construction that do not comply with applicable construction or engineering standard practices and regulations. Inspects reinforcing steel and concrete forms of culverts, inlets, and related structures.Inspects construction of utility placement in right of way for compliance with plans and permits. Performs initial, ongoing and final inspections. Attends meetings, confers with project engineers, construction contractors, architects, or related parties to identify problems, and notes any changes to supervisor. Makes notations on daily project records and maintain project files. Checks and verifies partial and final pay requests submitted by contractors and engineering firms prior to forwarding to supervisor for payment authorization. Performs site investigation and resolution of citizen’s complaints. Performs related duties as required. Ability to learn and become knowledgeable of County Codes and related new regulations. Ability to perform basic mathematical calculations both manually and using calculator or computing devices. Ability to make estimates and applicable soil tests.
