Appraiser II / Appraiser III Under the direction of the County Assessor, the Accredited Appraiser II and Appraiser III are responsible for performing the full range of duties associated with property appraisal and assessment in accordance with Minnesota statutes, industry standards, and county practices.

Essential Duties and Responsibilities

View and assess up to 800 parcels per year, including residential, agricultural, commercial/industrial, multi‑family, exempt properties, and new construction.

Analyze sales data and collaborate with the County Assessor to develop assessment plans for the upcoming year.

Review time‑trend data from the Department of Revenue; if deemed inappropriate, work with the County Assessor and PTCO on appeals.

Measure, grade, and classify new construction; verify homestead status.

Value and classify property for ad valorem tax purposes; maintain accurate records in the CAMA and GIS systems.

Attend Local Boards of Review and provide oral communication with taxpayers, handling all applicable correspondence.

Conduct special appraisals for disputed properties, generally for the Board of Review.

Process property splits, combinations, and new plats; assess mobile homes countywide.

Complete perimeter maps and township average reports for the Department of Revenue and adjoining counties.

Maintain good public relations with county staff, taxpayers, and business professionals.

Work closely with local assessors on new construction and annual township value changes.

Answer questions and discuss issues with property owners; administer and process property tax applications and programs.

Hear, evaluate, and address taxpayer concerns, complaints, and private appraisals; assist the public in calculating property tax estimates and explain appraisal procedures and laws.

Other duties as assigned.

Education & Experience

Associate degree in real estate, statistics, business, or related field.

• Appraiser II: 4 years of related experience or equivalent combination of education, training, and experience.

• Appraiser III: 6 years of related experience or equivalent combination.

Requirements

Continued education: 60 CEH’s, including Ethics and PACE course every 4 years.

Proficient in computer use: MS Word, Excel, GIS, CAMA.

Strong interpersonal and public relations skills.

Ability to meet statutory deadlines under heavy workload; maintain attention to detail.

Physically capable of performing quintile and district sales viewings.

Valid driver’s license, current insurance, and reliable transportation.

Willingness to attend regional workshops and maintain licensure as an Accredited Minnesota Assessor; Appraiser II must work toward SAMA certification, Appraiser III must hold SAMA certification and complete MAAO courses.

Knowledge, Skills, and Abilities

Extensive knowledge of Minneapolis‑Saint Paul and county property tax laws, assessment practices, and software (CAMA, GIS, mapping, tax systems).

Understanding of building construction, materials, and legal descriptions.

Excellent customer service, office etiquette, and organizational skills.

Ability to interpret and apply laws, regulations, and appraisal methods; produce numerical and narrative reports.

Strong oral and written communication, mathematical, and analytical skills.

Ability to work independently and with limited supervision to meet deadlines.

Salary • Appraiser II (Grade 9): Entry hourly wage range $30.43–$34.12 (DOE); potential up to $42.88/hr.

• Appraiser III (Grade 10): Entry hourly wage range $31.95–$35.83 (DOE); potential up to $45.02/hr.
