Facility Contract Compliance Specialist - Public Transit Department City of Phoenix

About This Position Phoenix is the 5th largest city in the United States, serving as Arizona’s center of government, commerce, and culture. It is emerging in the new economy with strengths in high technology, manufacturing, bioscience research, and advanced business services. The Public Transit Department is seeking a Facility Contract Compliance Specialist to oversee contractors who provide services to City of Phoenix Public Transit facilities. The role involves on‑site inspections, preventive maintenance documentation audits, performance monitoring, and other facility services.

Key Responsibilities

Conduct on‑site inspections and preventive maintenance audits.

Monitor contractor performance and resolve issues and complaints.

Review facility or service contracts and related documents to assess compliance and service‑level trends.

Set up and lead joint review/inspection meetings.

Write detailed inspection reports and draft contract specifications.

Use the work order system to track work orders and contractor activities.

Work primarily field and facility work, with exposure to weather conditions at three transit facilities (West at 405 N. 79 Ave, South at 2225 W. Lower Buckeye Rd, North at 2010 W. Desert Cove).

Minimum Qualifications

Education, experience, and training that demonstrate the ability to interact with management staff and service providers, and to analyze and interpret moderately complex contracts using high‑level reading and writing skills.

Other combinations of experience and education that meet the minimum requirements may be substituted.

All finalists are subject to a criminal background check applicable to the department or position.

Some positions require the use of personal or City vehicles on City business. Employees must have a valid driver’s license, an acceptable driving record, and if required, personal vehicle insurance.

Preferred Qualifications

Experience coordinating with multiple contractors.

Experience monitoring and tracking facility service contracts for compliance.

Experience preparing detailed written inspection reports on deficiencies.

Proficiency with computer applications including spreadsheets and word processing.

Experience issuing directive letters to contractors regarding contract compliance and recommending corrective actions.

Experience using data and analysis to draw conclusions and provide recommendations.

Compensation Pay Range: $23.18 to $41.63 per hour

Hiring Range: $23.18 to $32.62 per hour

Pay range is the entire compensation range for the position classification. The hiring range is an estimate of where an offer may be made; the final salary will consider your skills, qualifications, experience, education, licenses, training, and internal equity.
