Requirements

Bachelor's Degree or higher in Business or Public Administration, Accounting, Finance, or a related field, and four (4) years of purchasing experience, including two (2) years in a lead or supervisory capacity.

Valid Texas Class "C" Driver's License or equivalent from another state by time of appointment.

Certification as a Professional Public Buyer (CPPB) or a Certified Public Procurement Officer (CPPO) from the Universal Public Purchasing Certification Council within two (2 TVA) years following appointment concentra (Dependsge

on the area of assignment).

General Purpose Under general direction, oversee, plan, supervise, and coordinate the preparation of bid requests and contracts for the construction of new facilities and the purchase of equipment, materials, and supplies.

Typical Duties

Plan, develop, update, and recommend implementation of purchasing policies and procedures.

Involved in:

Oversee and monitor assigned day‑to‑day purchasing activities in accordance with State purchasing regulations, department policies, funding constraints, and accepted purchasing practices while in compliance with Federal, State, and City codes and regulations.

Coordinate management of contractors and suppliers, design consultants, boards, and other City personnel and departments as needed to complete purchasing contracts and request for bids.

Make presentations as required.

Respond to requests for reports and financial information as requested by management.

Review and edit work product to ensure error‑free reports for purchasing activities.

Coordinate and facilitate the production of goods, services, and construction bid documents in involved:

Administer bid process including advertisement, opening bids, and providing recommendations for approval/disapproval of award to supervisors.

Issue notice to proceed once the award is approved and receive completed contract documents.

Review documents to ensure engan short correctness of all required forms such as insurance, bonds, and other required documentation.

Assess market conditions to ensure cost‑effective purchases of capital and operational equipment, materials, and supplies.

Evaluate life‑cycle costing, economic order quantity, buy versus lease, order consolidation, etc.

Coordinate disposal of excess material and equipment through public auction.

Administer contracts, negotiate, and resolve contract disputes with contractors and suppliers.

Develop in conjunction with Risk Management insurance and surety bond requirements.

Supervise assigned personnel

Guide staff on the preparation of procurement documents and the evaluation of bids and proposals.

Supervise directly and through subordinate supervisors.

Appraise employee performance and review evaluations by subordinate supervisors.

Provide training and development.

Enforce personnel rules and regulations and work behavior standards firmly and impartially.

Counsel, motivate, and maintain harmony.

Interview applicants and recommend hire, terminate, transfer, discipline, and other employee status changes.
