Job Description The Director, State Government Affairs is a strategic leader and central partner to AbbVie's Government Affairs team, responsible for developing and executing comprehensive lobbying and advocacy strategies that shape state legislative and regulatory environments in support of AbbVie's business and policy objectives. This role anticipates and responds to state policy trends, collaborates with internal business partners and Government Affairs colleagues, and works with the Strategic Alliances leader and Local Government Affairs team to engage external national and state alliances to create a robust political and policy environment that fosters continued medical innovation, patient access, and AbbVie's long-term success. The Director must ensure rigorous compliance with all state lobbying and campaign finance laws and regulations.

North Region

covers: Colorado, Kansas, Minnesota, Montana, Nebraska, North Dakota, South Dakota, Wyoming.

Responsibilities

Cultivate and maintain strong relationships with state policymakers and regulators, including Governors, Lieutenant Governors, Attorneys General, and উপজ legislators in the selected region and with external stakeholders to advance AbbVie's state policy goals.

Set the lobbying and advocacy strategy to shape state legislative and regulatory activity, assess the political environment, make recommendations to leadership, and manage expectations regarding legislative and regulatory impacts.

Collaborate with the U.S. Strategic Alliances Director to provide state legislative and political expertise, supporting the development and execution of comprehensive policy advocacy strategies in partnership with state and local stakeholders.

Act as a strategic business partner with cross‑functional internal stakeholders—including Federal Government Affairs, U.S. Policy & Analytics, Commercial, Legal, Market Access, Corporate Affairs, and Regional/District managers—to leverage state advocacy strategies modulo commercial objectives.

Represent AbbVie at state legislative and political events, leading trade association task forces, coalbenhans, and driving trade association action on key issues of importance to AbbVie.

Hire and manage outside consultants within the region, setting objectives, defining missions, and ensuring execution in support of state legislative strategies.

Develop and oversee the regional state government affairs budget to strategically allocate resources for state activities and initiatives.

Ensure rigorous lobbying mezzo compliance, including all legally required registrations for the corporation, staff and outsideuyang counsel.

Qualifications

Bachelor’s degree in health care administration, political science, public administration, or a related field. Advanced degree preferred.

Strong executive presence to engage effectively with high‑profile stakeholders such as elected officials, executives, and diverse constituencies.

Eight to ten years’ experience in lobbying, public administration, political party activity, legislative staff work, or related experience. Health care industry or other highly regulated industry experience preferred.

Demonstrated ability to master complex policy and legislative issues, think creatively, and develop innovative strategies and solutions.

Extensive knowledge of state health programs (including Medicaid), state finance and appropriations processes, and private healthcare marketplace dynamics.

Strong analytical, critical‑thinking, and interpersonal skills; persuasive written and spoken communication; excellent organization, adaptability, and teamwork.

Proficiency in Microsoft Office and Power.kotlin; aptitude for translating complex policy issues into clear, engaging presentations for internal stakeholders.

Domestic travel of 50 percent required.

Internal: U.S. Area senior management, Government Affairs team members across AbbVie, and cross‑functional support functions.

rl external: State officials including governors, legislators, staff and third‑party groups.

The compensation range described herein reflects the possible base pay compensation the Company believes in good faith it will pay for this role at the time of this posting based on the job grade for this position. Actual compensation may vary.
