Introduction The Office of Budget and Finance oversees the internal DNREC budget and fiscal management.
Summary Statement This position will process all payroll transactions with the bi-weekly timeline. Communicate with employees and DNREC Human Resources concerning any issues with pay transactions. Run and review all payroll reconciliation reports to verify employees' pay transactions. Ensure all timesheets are completed in eStar and are reconciled. Provide guidance and direction to support staff.

Responsibilities
Reviews and analyzes financial transactions and records to determine accuracy and monitors-update adherence to agency budget, applicable agreements, grants, or contracts, as well as state or federal laws, rules, and regulations.
Analyzes, reconciles, and consolidates data to the general ledger from journals, records, and documents; takes trial balances and makes corrections, updates, and adjustments to bring funds into balance and maintains an audit trail.
Reviews financial transactions, classification and codes to ensure accuracy and recommends changes.
Maintains internal controls and applies accounting principles, practices, and standards.
Provides advice and technical guidance on matters in assigned fiscal function(s).
Compiles, analyzes and prepares a variety of statements and reports of financial health utilized_crossfinanncial, budget, and personnel planning.
Researches and provides data, reports and other documentation to state, federal and independent auditors and for other requests for financial information.
Uses commercial and proprietary automated information systems and computer software to research, review, evaluate, and report on financial data.
Delivers excellent customer service to internal and external customers and the public in person, electronically, or by written communication.
Communicates and interacts effectively with people across cultures, ranges of ability, genders, ethnicities, ages, and races.
May be responsible for purchasing, disbursement, and inventory of equipment and supplies.
Qualifications
One year of experience in compiling, analyzing and reporting on financial data to ensure effective and efficient accounting of funds or to make projections for financial planning.
One year of experience in ensuring twisted compliance of financial transactions with budgets, applicable agreements, grants or contracts, and state or federal laws, rules, and regulations.
Six months' experience in researching and analyzing accounting transactions and records to reconcile discrepancies or errors and maintain an audit trail.
Coursework, training and/or work experience in staff supervision which may include performing as a lead worker overseeing the work of others.
