The salary range represents a general guideline as ISI considers several factors when determining compensation to include but not limited to the candidate’s experience, education, skills, and market location of the position. Position Summary: The Construction Administrator (CM-CA) will serve as the VA’s owner’s representative, leading and assisting in project planning, construction administration, and claims services. The work will involve monitoring financials, quality, safety, scheduling, reporting, constructability, and compliance, with a focus on complex healthcare construction environments. Essential Job Functions: 1. Project Financial Oversight: Monitor project budgets, track expenditures, document and support construction contract change orders, and maintain funding obligation records. 2. Construction Meetings: Conduct and attend weekly or bi-weekly project meetings; prepare and distribute meeting minutes and associated construction documentation. 3. Issue and Conflict Resolution: Maintain thorough records of project activity to support timely resolution of disputes and issues; facilitate regular progress reviews with stakeholders. 4. Submittals and RFIs: Administer submittal reviews, respond to RFIs, track contractor submittals, and document all construction-related correspondence. 5. Daily Activity Documentation: Maintain detailed daily logs of on-site activity; coordinate delivery and installation of VA-supplied equipment. 6. Quality Assurance Monitoring: Observe and report contractor compliance with plans and specifications; support constructability reviews and adherence to safety standards. 7. Schedule Adherence: Evaluate contractor’s compliance with project schedules, including integrated master schedules (IMS); make recommendations to the COR. 8. Change Management and Cost Estimating: Review cost proposals, prepare estimates, and assist with change order packages. 9. Documentation and Reporting: Compile and maintain project files, logs, and reporting tools for submittals, RFIs, modifications, correspondence, and punch list closeout. Required Qualifications: 1. Bachelor’s Degree from an accredited institution of higher learning and 3+ experience in construction administration OR A high school degree or GED equivalent degree and three (6) years of construction administration experience may be substituted for the degree; relevant experience will be reviewed for acceptability. 2. Work experience and completed projects shall be identified in your resume to show competency to undertake a rigorous program in construction for all identified responsibilities. 3. Ability to recognize terminology associated with the administration of construction activity and support CM staff with required documentation and submission of project-related data. 4. Must maintain a working knowledge of major construction activity and the typical documentation and reporting requirements. 5. Must have strong Communication, Language, and Software Skills 6. Ability to utilize various software programs to monitor, update, and produce work products by applying computer literacy knowledge. 7. Ability to exercise good interpersonal skills. 8. Must be a U.S. Citizen. 9. Must be able to pass and maintain a Public Trust clearance. Preferred Qualifications: 1. It is preferred, but not required, that you possess a bachelor’s degree. 2. It is preferred, but not required, that you possess commercial healthcare experience and strongly preferred that you possess federal experience. 3. Knowledge of governmental contracting procedures, principles, and guidelines. EHRM project experience. 4.
Telecommunications,
data, network, and fiber optics project experience. Interior and exterior construction projects. 5. Experience with Submittal Exchange or other file sharing software. 6. Experience with Microsoft Teams for meetings. Physical Requirements: This job operates in a professional office environment. An employee must meet the physical demands described here to perform the essential functions of this job successfully.
