Required Qualifications:
Hold an active SECRET level clearance
Certification in instructional technology or instructional design or a Master’s Degree in one of the following fields is preferred: a social science or humanities discipline (e.g.) international communications, international relations, political science, media studies, social psychology, public policy, diplomatic history, literature, languages, etc.) industrial design (MID or MFA), International Education, or Education.
Minimum of two years’ work experience in instructional design and/or adult learning is preferred.
Demonstrated experience in instructional design methods and principles, and with Universal Design for Learning (UDL) in particular.
Demonstrated experience developing teaching and training materials for practitioners and adult learners.
Demonstrated experience in one or more of the following categories: knowledge management, asynchronous online learning, or experiential learning (e.g., wargaming and exercises, case-study method, scenario-based learning, workshops).
Experience in instructional design of materials related to international relations preferred.
Scheduling Details: Monday-Friday (8a-5p with a 1hr lunch break)
Duties include, but are not limited to the following: Provide support to the Office of Policy, Planning, and Resources for Public Diplomacy and Public Affairs’ Organizational Learning Unit with the following tasks:
Engage in consultations with field practitioners about their learning needs to design and deliver programmatic and individual opportunities for development
Conduct needs assessments for PD practitioners related to the PD Framework
Consult with subject matter experts on the development and design of effective learning materials to meet identified needs
Assist the organizational learning team with material development and delivery of learning opportunities for public diplomacy professionals
Work with subject matter experts on the theory and practice of public diplomacy to design, develop, implement, and evaluate learning opportunities for public diplomacy practitioners in the field and in Washington, with a particular emphasis on situation and policy analysis, audience research, planning, and monitoring and evaluation
Develop guidance and support material for field teams
Provide instructional design expertise in developing materials for use in synchronous and asynchronous training and other learning efforts
Work collaboratively with diverse stakeholders to integrate research findings into the work and habits of PD practitioners, business processes and organizational routines
