Housing Information *Position being offered with housing available at Village Court Apartments, located in Mountain Village, Colorado.
NATURE OF WORK Under general supervision, performs a wide variety of customer service, technical and administrative support work in carrying out the duties and activities of the Building and Forestry divisions. Will also act as departmental information resource explaining policies, codes, ordinances and regulations; provides routine and technical information related to issuance of permits; provides customer assistance to the public, contractors and developers.
DUTIES AND RESPONSIBILITIES Customer & Contractor Support
Assists residents, contractors, and subcontractors with building and forestry permit requirements, application entry, and general permitting processes.
Responds to inquiries and Open Records requests, providing information on building, forestry, planning, zoning, design review, inspections, and related departmental procedures.
Permitting & Licensing Administration
Verifies contractor compliance, including current business licenses and insurance certificates.
Manages and administers building permits, forestry permits, fireplace permits (including expirations and transfers), and parking permits.
Assists with electronic records management, archiving departmental files and converting documents to digital format.
Administers department Standard Operating Procedures and ensures compliance with documentation standards.
Financial & Reporting Responsibilities
Processes bills, invoices, credit card statements, cash, and checks; codes and submits payments; prepares financial reports; and monitors department expenditures.
Generates purchase orders, requisitions, pricing agreements, and other financial documentation as needed.
Tracks building permit and development fee waivers for council reporting.
Prepares water and sewer tap fee documents and coordinates with the finance department.
Manages department revenues, reporting, and invoicing to finance; oversees use tax revaluation and collection.
Prepares BaGar information monthly for Town Council packets; compiles census data, permit logs, and biannual/year-end reporting.
Program & Special Project Support
Assists with administration of cedar shake, solar, and defensible space rebate programs.
Manages construction mitigation concerns and complaints.
Supports the Town’s zero-waste and carbon-neutrality goals by minimizing resource use and promoting environmental initiatives.
Software, Systems & Training
Serves as administrator and trainer for OpenGov, including troubleshooting, updates, improvements, and staff/contractor training.
Supports departmental electronic systems, ensuring data accuracy and workflow efficiency.
Boards & Meeting Support
Assists with Board of Adjustment and Appeals (BOA) agendas and communications.
Prepares board packets, sets up meeting rooms, and assists with minute preparation and legal/technical documentation.
Drafts correspondence, legal documents, agendas, reports, technical specifications, and memoranda with attention to format, accuracy, and departmental standards.
Team & Organizational Support
Contributes to continuous improvement and department efficiency by offering suggestions and collaborating as an active team member.
Performs additional duties as assigned.
MINIMUM QUALIFICATIONS High School Diploma or GED and at least three years administrative background, customer service experience, or an equivalent combination of education, training and experience. Bachelor’s degree in related field preferred. Demonstrated computer skills in working with word processing, spreadsheet, professional written, verbal and email communications required. Municipal, County or Local government experience preferred. Demonstration of detail oriented work preferred. Interest in planning and development desirable.
Licenses/Certification(s) Valid Colorado State Driver’s License required. Certified Permit Technician preferred. Notary Public License preferred.
KNOWLEDGE, SKILLS & ABILITIES REQUIRED Knowledge of:
Standard office practices and procedures; business arithmetic; appropriate business English, including spelling, grammar and punctuation; techniques for dealing with the public, in person and over the telephone; standard computer software applications; basic accounting principles; operations relative to area of assignment; cash handling methods; customer service standards and protocol.
Skill in:
Answering incoming calls and responding to inquiries from customers and the public; assessing and prioritizing multiple tasks, projects and demands; communicate effectively in verbal and written forms; establish and maintain effective working relations with co-workers and representatives from other agencies; make accurate arithmetic calculations; preparing correspondence, minutes, and reports; using initiative and independent judgment within established procedural guidelines; effectively communicating in written and verbal forms, in applying correct English usage, grammar, spelling and punctuation; preparing and writing reports, business correspondence; effectively presenting information and responding to questions from general public and employees.
Environmental Factors Work is performed in a standard office environment. Frequent to constant use of a personal computer. Work may involve competing demands, performing multiple tasks, working to meet deadlines.
Physical Factors While performing the duties of this job, the employee is frequently required to sit for long periods of time. Work is primarily performed in an office environment with moderate noise levels. Physical effort and activities include: occasionally operating a personal or Town-owned vehicle to drive to and from meetings and business locations; ability to talk, hear and listen, use of hands/fingers to type and handle, feel or manipulate objects constantly; frequent sitting; occasional standing, walking, and reaching with hands and arms; visual acuity to focus on details at a close distance, and make general observations and inspections; frequent handling of objects weighing up to 10 pounds, and up to 25 pounds occasionally.
