Economic Development Corporation of KC Contract Compliance Officer or Manager The Economic Development Corporation of Kansas City, Missouri is currently accepting applications for the position of Contract Compliance Officer or Manager. This full-time staff position will be responsible for working with the Tax Increment Financing Commission (TIF), Land Clearance for Redevelopment Authority (LCRA), Planned Industrial Expansion Authority (PIEA), Enhanced Enterprise (EEZ), and Chapter 353 programs to ensure compliance with redevelopment agreements and other documents as directed. Key responsibilities include monitoring the performance of redevelopment agreements for adherence to redevelopment plans and projects, and related requirements for design/construction, including MBE/WBE, construction workforce, payment of prevailing wage and other schedules, and timely reporting, as applicable. Coordinates the processes and procedures, including gathering documentation and confirmation of compliance, scheduling Commission/Board approval, and the collection of fees necessary for the issuance of Certificates of Completion & Compliance (TIF) and Certificates of Tax Abatement for LCRA/EEZ/353 for Plans/Projects. Monitors statutory compliance by 353 Redevelopment Corporations during the time of the redevelopment contract. Completes annual reports required by the State. The ideal candidate will have a bachelor’s degree in business, public administration, or a related field. A master’s degree or experience in economic development is preferred. The position requires effective communication skills, both for verbal and written presentations, the ability to understand contracts and agency incentives, and exceptional organizational skills. A working knowledge of TIF, LCRA, and Chapter 353 programs is preferred. Must be an initiative-taker who can make well-informed decisions and can work effectively alone and as a team member. The position requires building relationships with developers and having excellent time management skills. Must be proficient with Microsoft Office, and knowledge of Civic Serve software is helpful. This is a full-time exempt position with a salary commensurate with experience.
