DCH serves as the lead agency for Medicaid, oversees the State Health Benefit Plan (SHBP) and Healthcare Facility Regulation, impacting one in four Georgians.

Job Responsibilities: The State of Georgia is seeking a strategic and experienced leader to serve as Deputy Executive Director of Policy, Compliance, and Operations. The Deputy Executive Director of Policy, Compliance, and Operations is responsible for administering state and federal policies throughout the MAP division and ensuring these procedures are compliant to legal standards. They are also responsible for developing policies for the organization based on state plan amendments and audits and warranting alignment and clear communication from the DCH organization. Oversees a diverse range of support, operational, and programmatic activities for a department, agency or facility. Provides leadership to subordinate managers and staff.

Roles and responsibilities: Coordinates with the entire MAP division on policy updates, stakeholder guidelines, and legislation standards Disseminates information from DCH enterprise-level roles to other MAP offices Connects with MAP leadership to speak to policy changes and procedural guidelines Operates central hub that stores guiding state documents and policy systems management Serves as liaison with state regulatory and CMS Partners with DCH, Performance and Care Management Office, OIG and DFCS to handle regulation disagreements and violations Ensures the updating of policy manuals as a result of amendments, regulations, and feedback from constituents/providers Ensures policy and offerings are in compliance with CMS, other federal and state regulations Ensure the coordination of providers and members feedback for policy updates/amendments Provides administrative oversight of the Electronic Visit Verification system Oversees the Program for All-inclusive Care for the Elderly (PACE) and Georgia’s Payment Error Rate Measurement (PERM) program

Key Skills and Qualifications: Strong background in Healthcare, Public Administration, or another related field Knowledge and understanding of DCH's fee-for-service and managed care offerings Demonstrated knowledge of state and federal policies and their legal implications to MAP's various service offerings and programs Ability to interpret both federal and state healthcare legislation and modify policies and procedures for MAP's various service offerings and programs Ability to establish and maintain effective working relationships with providers, CMS, MAP leadership and agencies Strong understanding of federal, state and CMS policies and compliance requirements Experience implementing and evaluating a strategic plan at a leadership level for an organization or division against success metrics and the impact of the related business processes Demonstrated experience producing project plans for new initiatives and directing staff to execute projects on time, and on budget Ability to guide team, manage performance and build a collaborative work environment Experience engaging in staff recruitment and retention activities as well as developing staff/unit/division and team

Minimum Qualifications: Bachelor's degree in operations management, business administration, or a related field which includes six (6) years in a managerial or supervisory role; or ten (10) years of related professional experience which includes six (6) years in a managerial or supervisory role; or six (6) years of experience required at the lower-level Sr Mgr 2, Business Ops (GSM013) or position equivalent. Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year.

Preferred Qualifications: Master’s Degree in operations management, business administration, public health, health policy, or a related field and at least ten (10) years of related professional experience.
