Industrial Control System Program Manager
You will serve as an Industrial Control System Program Manager in the Naval Facilities Engineering Systems Command Southwest of NAVFAC Southwest. Responsibilities include serving as the NAVFAC Southwest point of contact on all matters related to ICS and assuring integration of utility management and energy management with the ICS Program and associated business and operating systems. You will provide program planning and budgeting to support multiple project execution including analysis of requirements, costs and development of Plan of Action and Milestones. You will integrate activities with CIO support line to ensure information assurance requirements are properly addressed in the various electronic control systems and communication networks. You will use contractor support to conduct detailed technical and economic analysis and to develop project requirements and program strategies. You will direct and manage contractor support including scope, task order negotiations, acceptance of work, and certification of payment.
Qualifications: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Performing economic analysis for work related to Industrial Control System including energy calculations, cost avoidance data, cost estimates, simple payback and savings to investment ratio; 2) Applying planning and maintenance factors to ensure equipment and associated integrated logistics support requirements are in place; 3) Utilizing predictive and quantitative factors for programming resources required to ensure current and future readiness of industrial control systems, utility management systems, and energy management systems; and 4) Presenting studies orally and in writing in both formal and informal settings.
