Licensing Section Clerk

The incumbent of this position will work in the Licensing Section of the Operations Unit and will process licensing applications and renewals and answer basic questions related to the licensing application process. The incumbents will review applications to verify authenticity, acceptability, and accuracy of documents submitted. Duties will include, but not be limited to: Answer written, telephone, or face-to-face questions related to the licensing process and requirements for prospective applicants and the general public. Review applications for completeness and follow up with applicants to correct any deficiencies. Elevate questionable applications or documents to a supervisor or appropriate unit area. Read and interpret rules and regulations governing the license and issuance process. Search records to determine the license status and history of individuals and corporations. Provide information to applicants as requested. Assist applicants in completing and submitting applications. Electronically preserve documentary records as needed; maintain records for the required retention periods and then purge outdated records. Complete other special tasks, as assigned. This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position: This title includes a traineeship opportunity and applicants will be appointed to the appropriate level** based on their experience and education. Required experience: one year of experience reviewing and processing applications for licensure in professional and technical occupations. **Licensing Services Clerk traineeship level requirements: Licensing Services Clerk Trainee (equated to SG-6): no minimum education or experience requirements. Licensing Services Clerk, SG-9: one year of required experience. Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 7 or above and eligible for transfer under Section 70.1 of the Civil Service Law. NOTE: IN ORDER TO AWARD THE PROPER CREDIT FOR WORK EXPERIENCE, RESUMES MUST INCLUDE MONTH AND YEAR FOR START AND END DATES. IF ANY OF THIS EXPERIENCE IS LESS THAN FULL TIME YOU MUST INDICATE THE AVERAGE NUMBER OF HOURS WORKED PER WEEK. *There is no examination required for appointment to a NY HELPS position. Candidates hired before May 2024 will be appointed on a temporary basis. In May 2024, satisfactory employees will receive permanent, non-competitive appointments and will begin a probationary period. At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
