General Public - G Job Duties The Virginia Department of Motor Vehicles (DMV) is hiring for a Legislative Services Director, responsible for planning, developing, and managing the agency’s legislative program! The position plays a critical leadership role within the Department of Motor Vehicles, overseeing the development, coordination, and execution of legislative strategies that support the agency’s policy goals and ensure alignment with state legislative priorities. This position serves as the primary liaison between the agency and the state legislature, collaborating closely with policymakers, government officials, and other stakeholders to advocate for legislative initiatives, monitor proposed bills, and advise senior leadership on legislative matters. The position also oversees the creation, amendment, and repeal of agency regulations, rulemakings, and guidance documents to ensure compliance with the Virginia Administrative Process Act and related executive orders. The Virginia Department of Motor Vehicles (DMV), headquartered in Richmond, Virginia, serves approximately 6.2 million licensed drivers and ID card holders with over 8.4 million registered vehicles. In addition, DMV serves many businesses, including dealers, fuel tax customers, rental companies, driving schools, other state agencies, local governments, and non-profit organizations. Minimum Qualifications • Considerable knowledge of the legislative process at the state and federal levels, operations and processes of legislative committees, and state and federal laws and regulations. • Strong analytical skills, with the ability to research and evaluate complex problems and data legislation to assess the impact of legislative proposals, identify policy issues, formulate alternative solutions, and sound recommendations. • Demonstrated ability to identify issues at the national level impacting agency operations. • Excellent written and verbal communication skills, with the ability to draft clear, concise, and compelling communications, policy briefs, reports, and legislation. • Proven ability to lead and manage a team, while working collaboratively across an organization. • Ability to work effectively under pressure and manage multiple priorities in a fast-paced environment. • Excellent interpersonal skills and the ability to build relationships with diverse stakeholders including agency managers, state officials, legislative policy boards, and special interest groups. • Proficient skill in the use of MS Office Suite (Word, Excel, PowerPoint) and other systems related to the Legislative Services Director role. Additional Considerations • Experience managing a departmental budget. • Leadership experience, including team development and performance management.
