This position is located in the Safety Oversight Division, Office of Safety and Compliance (TSO-20) with the Federal Transit Administration (FTA). The incumbent will assist in providing safety oversight and program compliance of transit agencies to improve accountability for safety with a systematic and proactive approach to identifying and prioritizing safety risks. As a Senior Program Analyst, you will :

Lead in development and implementation of a national transit safety program that includes transit safety policies, regulations, guidance, program expertise and coordination. Evaluate program accomplishments and recommendations needed for action; conduct technical analyses and develop briefing papers, program regulations, training, guidance and other reports and correspondence.

CONDITIONS OF EMPLOYMENT:

SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service. GOVERNMENT TRAVEL CARD: This position involves travel. A government contractor-issued travel card will be issued and must be retained for official business only. BACKGROUND INVESTIGATION: You may be required to complete a background/security investigation and meet preliminary requirements prior to onboarding. PROBATIONARY PERIOD: Applicants may be required to successfully complete a one-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications.

To qualify for the Grade 14 , you must have at least one year of experience equal or equivalent to the GS-13, it must include:

Experience with utilizing analytical and evaluative methods and techniques both qualitative and quantitative, to conduct analytical studies and/or projects relating to mission-oriented programs; AND Experience with interpreting, drafting, reviewing, and editing guidance or regulations and communicating requirements to audiences; AND Experience communicating information across various mediums to internal and external stakeholders.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):

Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Oral Communication - Express information (for example, ideas and facts) to individuals or groups effectively, taking into account the audience and nature of information (for example, technical, sensitive and controversial); make clear and convincing oral presentations. Listen to others, attend to nonverbal cues, and responds appropriately. Written Communication - Write in a clear, concise, organized, and convincing manner for intended audience. Compliance - Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.

For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
