Job Overview
The Oklahoma New Motor Vehicle Commission (ONMVC or Commission) is vested with the power to regulate and to license motor vehicle manufacturers, distributors, representatives, new motor vehicle dealers, powersport vehicle dealers, and salespersons of new motor vehicles and powersport vehicles doing business in Oklahoma; prohibit unfair practices; protect the public; prevent false and misleading advertising; promote public safety and prevent disruption of the franchise system of distribution of motor vehicles or powersports vehicles to the public and prevent deterioration of facilities for servicing motor or powersport vehicles and keeping same safe and properly functioning. The ONMVC also licenses and regulates new recreational vehicle dealers, manufacturers and factory representatives, and issues recreational vehicle salespersons registration.
The Executive Director serves as the chief administrative officer of the ONMVC, overseeing all aspects of the agency’s operations. This includes ensuring that the Commission’s mission is carried out efficiently by its staff. The Executive Director acts as the primary liaison to both the legislative and executive branches of Oklahoma’s government and serves as the public face of the ONMVC, representing the Commission in interactions with stakeholders and the public.
The Executive Director serves a term of six (6) years and is not subject to dismissal or removal without cause.
Key Responsibilities
Strategic Leadership: In collaboration with Commission members, set strategic goals and priorities and implement policies and procedures that effectively fulfill the ONMVC’s mission and statutory responsibilities. Regulatory Oversight: Oversee the Commission’s core regulatory functions – including the licensing of motor vehicle industry participants, enforcement of applicable laws and regulations, and resolution of consumer and dealer complaints, to ensure effective regulation and consumer protection. Financial Management: Develop and administer the agency’s operating budget as approved by the Commission, ensuring compliance with Oklahoma state financial laws and procedures. Stakeholder Relations: Build and maintain positive working relationships with Commission members, ONMVC staff, licensees, industry representatives, and the public. Facilitate open communication and provide information to stakeholders to promote understanding of the Commission’s work. Interagency Collaboration: Establish and maintain cooperative relationships with other state agencies and industry organizations to enhance the Commission’s effectiveness and address issues of mutual concern. Legislative Engagement: Remain current on state legislation that may impact the ONMVC and serve as a knowledgeable resource for legislators and government officials on matters related to the Commission’s mandate. Personnel Management: Hire, supervise, and mentor ONMVC staff. Foster a professional and productive work environment to ensure the Commission’s goals and objectives are achieved.
Qualifications
Experience: Minimum of 10 years of progressively responsible experience in the motor vehicle industry (required). Education: Bachelor’s degree or higher in a relevant field (preferred). Leadership & Organizational Skills: Proven ability to manage multiple priorities effectively and provide clear direction in a complex organizational setting. Communication Skills: Excellent oral and written communication skills, with the ability to clearly convey information and build consensus among diverse groups. Interpersonal Skills: Strong interpersonal and conflict-resolution skills, with the ability to engage stakeholders who have differing or competing interests and guide them toward positive resolutions on Commission matters.
