ACES is currently looking for a qualified Planning, Programming, Budget, and Execution (PPBE) Analyst to join their team in supporting the Department of Defense (DoD) Chief Information Officer (CIO) at the Pentagon in Arlington, VA. We are looking for an organized, motivated professional who has exceptional writing skills and understands how to find information specific to budget and budget formulation. Familiarity with Microsoft 365 Tools such as Microsoft Teams, and SharePoint is a plus. This position requires a basic understanding of the PPBE process, who's who inside the Pentagon for POM/BES submissions, how Issue Teams function, and the purpose of a PDM/RMD.

OPPORTUNITY
Contract Length: Solid work - have been supporting client for over 15 years.
Work Location : Mark Center (Arlington, VA)
Clearance: Active TS/SCI or TS adjudicated within the past 2 years required
Education/Experience: Bachelor’s Degree (preferably in Budget or Finance) with 15 years of relevant experience
Start Date: As soon as possible
PRIMARY RESPONSIBILITIES:
Support the Planning, Programming, Budgeting, and Execution (PPBE) process within DoD CIO
Demonstrate an understanding of the DoD Budget Development process
Analyze financial data related to operations, business performance, and investments
Support the creation of an annual budget certification report for the DoD CIO
Work closely with service and agency officials to collect budget data on specific program elements
Consolidate complex technical program descriptions to distill information into simple language for official reports
Review funding lines and correlate the submissions to strategic requirements
Draft strategy documents to enable the DoD CIO to provide an annual budget certification report to SECDEF
Draft briefings, meeting notes, and coordination materials
Support secretariat-level functions at Senior Executive Service (SES)/General Officer governance forum meetings
Coordinate, set up, and manage meeting schedules in order to facilitate Senior Executive Service (SES)/General Officer decisions
Track process deliverables and milestones for Senior Executive Service (SES)/General Officers in order to meet deadlines
Review, edit, and format senior-level written policy, guidance, or instruction documents
SKILLS AND EXPERIENCE:
Cognizant of current DoD budgetary principles and their associated operational impact
Familiarity with Program Objective Memorandum (POM) submission process with DoD organizations and or Military services
Expert DoD Policy writer familiar with DoD policy, guidance, and instructions documents
Experience with researching DoD appropriations and budget documents; service budget books, program decision memorandums, and resource management decisions
Experience with IT or cyberspace activities programming with the military services and or Defense Agencies and Field Activities is highly desired
Working knowledge of planning or programming with RDT&E, Procurement, O&M, Personnel, and MILCON appropriations at an OSD level; demonstrate an understanding of TC, APPN, PE, BA, and BLI.
Working Knowledge of budget databases to include NGRMS/PRCP, DRDW, SNaP, SNaP-IT, and or DITIP.
An expert-level user of Microsoft Office Software, specifically pivot tables in Excel
Experience writing official public releases, strategy documents, and or DoD communications experience is highly desired
Demonstrated attention to detail and ability to multitask
