as the
Program Manager / Scrum Master
for a high-impact federal cybersecurity initiative supporting the
Government Publishing Office (GPO) . The
GPO SecDevOps Program
is a cybersecurity modernization effort aimed at strengthening the agency’s enterprise security posture through the implementation of
Zero Trust Architecture (ZTA) ,
continuous integration/continuous deployment (CI/CD) , and secure
DevOps practices . This is a senior technical and operational leadership role driving the delivery of secure, resilient solutions that align with
Technology Reference Models (TRM)
and
Zero Trust strategies
while ensuring full compliance with federal security mandates. Key Responsibilities:
Serve as the
primary point of contact
for all contract activities, coordinating with GPO stakeholders, including the COR and ISSM.
Oversee all phases of
contract execution , including scope management, compliance tracking, and performance reporting.
Lead Agile ceremonies including
sprint planning ,
backlog grooming ,
retrospectives , and
daily stand-ups .
Manage team performance, program risks, and blockers to ensure timely delivery of program objectives.
Ensure that technical solutions align with
Zero Trust Architecture ,
FISMA , and
RMF
requirements.
Support compliance reporting, documentation development, and technical quality assurance.
Foster collaboration among cross-functional DevSecOps teams including engineers, analysts, and cyber specialists.
Provide regular status updates and briefings to executive and technical stakeholders.
Required Qualifications:
Minimum Experience: At least
10 years
of progressive experience in IT program management, cybersecurity operations, or Agile software/system development within federal or large-scale enterprise environments.
Demonstrated leadership of Agile or SAFe delivery teams in a cybersecurity or DevSecOps environment.
Proven success managing technical teams and delivering solutions in alignment with
RMF ,
FISMA , and
Zero Trust
frameworks.
Strong understanding of federal compliance requirements and security best practices.
Certifications (Required): PMP (Project Management Professional)
or
Certified ScrumMaster (CSM)
Certifications (Preferred): SAFe Agilist (SA) ,
SAFe Scrum Master (SSM) , or other relevant Agile certifications
ITIL ,
CISSP , or other cybersecurity/governance certifications
Education: Master’s degree
in Computer Science, Information Systems, Cybersecurity, Engineering, or related technical discipline
Substitution:
Two additional years of experience may be substituted for the Master’s degree if the candidate holds a recognized certification (e.g., PMP or CSM)
Other Requirements: U.S. Citizenship
Ability to obtain and maintain a
Public Trust Clearance
(or higher, if required)
Reside within
commuting distance of Washington, D.C.
for onsite engagements
