Role: GIS Developer - Road Inspection Program (RIP).
Location: Ashburn, VA. - Hybrid (telework schedule may be permissible).
Job Description:
Currently seeking a GIS Developer to support the Road Inspection Program (RIP) with the U.S. Department of Transportation (DOT). This is a full-time, hybrid role based in Ashburn, VA, with some flexibility for telework.
The GIS Developer on the Road Inspection Program (RIP) is responsible for managing, maintaining, and enhancing relational databases that support the Road Inventory Program (RIP).
The role includes database development, software customization, GIS integration, data analysis, performance tuning, and support for federal reporting and field operations.
This position requires strong technical skills in Oracle, Microsoft SQL Server, ArcGIS Desktop/Pro/Enterprise, related GIS and database development tools, and Python scripting, as well as the ability to present technical data in a way leadership can easily understand and act on.

Contract Period of Performance:

Key Responsibilities:
Database Management & Development
- Manage large datasets using Oracle, Microsoft SQL Server, and ESRI products.
- Design, develop, install, patch, update, and test software/web applications for data collection and management.
- Build, design, and maintain relational databases and Geodatabases.
- Create Oracle Triggers, Packages, and Procedures for workflow automation and data integrity.
- Administer ArcSDE/ArcGIS Enterprise and ensure database performance.
- Handle account creation, permissions, version control, and audit trails.
- Manage and analyze spatial data using ArcGIS Desktop, ArcGIS Pro, and ArcGIS Online.
- Create and maintain mapping applications, including web maps and dashboards.
- Perform Linear Referencing, spatial data QC, and KML/KMZ creation (Google Earth).
- Customize ArcGIS Geoprocessing tasks using Python and ArcGIS Arcade.
- Develop custom tools and scripts for spatial workflows and data collection processes.
- Support the development of mobile applications for field data collection.
- Design and maintain web applications or sites for viewing and distributing reports and datasets.
- Maintain change management systems for code, scripts, and data versioning.
- Migrate and integrate data from multiple systems, including field tools and partner databases.
- Perform QC on large spatial and tabular datasets.
- Create and maintain test protocols to ensure data accuracy and completeness.
- Generate reports using Crystal Reports, Power BI, and ArcGIS data-driven pages.
- Prepare final deliverables for FHWA and external partners.
- Monitor system variables (e.g., disk I/O, CPU usage, cache hit ratios).
- Conduct database tuning and capacity planning.
- Manage disk space, backups, and recovery strategies.
- Ensure compliance with FHWA security requirements.
- Apply Agile or similar methodologies to manage development cycles.
- Provide support and troubleshooting through the DOT Help Desk system.
- Participate in team and stakeholder meetings; occasional travel required.
- Maintain documentation including data models, schema diagrams, and SOPs.
- Oracle & Microsoft SQL Server (SQL/PL-SQL, SQL Developer).
- ESRI Products (ArcGIS Desktop, ArcGIS Pro, ArcGIS Enterprise, ArcSDE).
- Python (for ArcGIS Geoprocessing), ArcGIS Arcade.
- Crystal Reports, Power BI, Microsoft SharePoint.
- Google Earth, KML/KMZ file creation.
- Web development for GIS data visualization and reporting.
- Strong knowledge of relational database architecture and administration.
- Experience with spatial data editing, quality control, and reporting.
- Capacity to adapt to rapidly evolving software and technologies.
- Experience leading projects or mentoring junior staff.
- Familiarity with pavement management systems.
- Knowledge of FHWA and DOT data/reporting requirements.
- Understanding of Agile development in a federal contracting environment.
Ability to obtain and/or maintain an active Public Trust clearance.
