12 Months Onsite Position Only W2 Consultants Job Description Client is implementing several large-scale applications Oracle databases. Due to the magnitude of these development projects and the projected resource requirements, we determined the needs for senior level and well qualified DBAs to augment our existing internal staff to ensure adequate DBA resources are allocated to these critical projects. The day to day tasks, responsibilities, and deliverables for consultant include, but are not limited to the following: Work with development teams to understand full scope of applications and participate in the big picture design. Provide database design direction and work as a database design leader of a large, complex projects. Ensure adherence to database best practices, coding standards, and quality assurance policies and procedures. Promote database methodologies and standards. Ensure DB standards are followed through design reviews. Design and implement framework for automation of Database change (schema changes) deployments with the releases and integrate Database change deployments with CI/CD pipelines. Devise Strategy and Engage with Enterprise DBAs & Solution Architects, to define & execute Database strategy. Ensure that data strategies and architectures are in regulatory compliance Support and assist development team in the testing, tuning and implementation of database applications. Train & mentor Front End Database Developers and Oracle DBAs. Lead and administer Oracle in non-production environments. MENTORING & SKILL ENHANCEMENT: Mentoring and Skills Enhancement of State Fund employees by Supplier Personnel resources are considered an integral part of this engagement. Supplier Personnel will work in a collaborative fashion with State Fund Contract Executive to create and provide a specific training to designated State Fund employees in those areas of State Fund's systems in which the Supplier Personnel has knowledge and expertise. Supplier Personnel will make every effort to provide skills enhancement at a satisfactory rate and report any issues that may impede the progress of training and mentoring. Supplier Personnel resources shall provide input to Contract Executive to develop training and mentoring plan to include specific skill sets, tasks, and training methodologies. Supplier Personnel will be responsible to execute the training and mentoring plan(s) with designated State Fund employees and shall provide input to refine and further develop training and mentoring plans as training progresses. Supplier Personnel shall meet and discuss progress of training to State Fund on a monthly basis. State Fund Contract Executive will be responsible to document a training plan on the "Mentoring & Skill Enhancement Planner" and to monitor progress of training and mentoring with the State Fund employee(s). The Mentoring & Skill Enhancement Tracker and Planner are provided as Attachment C to this SOW. TECHNICAL KNOWLEDGE AND SKILLS: Consultant shall possess 7+ years technical knowledge and experience with the following systems, platforms, applications skills: Deep technical experience working with relational database solutions (MS SQL Server 2019 and above). Significant experience with database design & data modeling, performance analysis, advanced query writing, optimization, and scripting. Significant experience in Software configuration process optimization, Pipeline Design, Build & Release Automation. Knowledge with TFS, Azure DevOps, Git, Liqubase, Jenkins and automation frameworks. Ability to automate Database Deployment functions and work extensively with DevOPS engineer to seamlessly incorporate database release into the software development CI/CD pipelines. Knowledge in Information Management Practice a plus PREFERRED SKILLS: Experience with various industry standard project management methodologies (e.g.: Agile, SCRUM, Waterfall, etc.) Strong oral and written communication skills. Strong analytical skills with the ability to analyze information identify and formulate solutions to problems. Provides more in-depth analysis with a high-level view of goals and end deliverables. Complete work within a reasonable time frame under the supervision of a manager or team lead. Plan and manage all aspects of the support function. Extensive knowledge of and proven experience with data processing systems, and methods of developing, testing and moving solutions to implementation. Strong knowledge in project management practices and ability to document processes and procedures as needed. Work collaboratively with other support team members and independently on assigned tasks and deliverables with minimum supervision Communicate effectively with users at all levels, from data entry technicians up to senior management, verbally and in writing. Self-motivated, working closely and actively communicating with person to accomplish time critical tasks and deliverables Ask questions and share information gained with other support team members, recording and documenting this knowledge Elicit and gather user requirements and/or problem description information, and record this information accurately Listen carefully and act upon user requirements Convey and explain complex problems and solutions in an understandable language to both technical and non-technical persons Present technical solutions to management and decision makers Follow the lead of others on assigned projects as well as take the lead when deemed appropriate
