The Campaign Finance Board is a nonpartisan, independent city agency that empowers New Yorkers to have a greater impact on their elections. Our mission is to make local democracy more open, transparent, and equitable by removing barriers to participation. We make it easier for New Yorkers to vote, meaningfully support candidates for city office, and run for office themselves. NYC Votes, our voter engagement initiative, meets people where they are to share trustworthy election information and help New Yorkers make a plan to vote. We publish the citywide Voter Guide, which delivers information about candidates directly to voters' doors. Our public matching funds program ensures small contributions can make a big difference, allowing regular people to run for office by relying on the support of other regular people, not just wealthy donors and special interests. And we lift the veil on how candidates raise and spend money, increasing transparency and accountability in local government. We believe that when every New Yorker is empowered to participate meaningfully in elections, candidates will better reflect the communities they serve, elected leaders will be more accountable to the public, and New Yorkers will have a democracy they can truly trust. The Operations and Finance division is responsible for the financial, procurement & administrative services that support agency-wide operations. The Operation and Finance division consists of the following units: (1) Support & Logistics, (2) Financial Services, and (3) Procurement and Contract Management. Procurement & Contract Management (PCM) is responsible for managing the lifecycle of contracts and other procurements that involve acquiring goods and services the Campaign Finance Board. PCM ensures the agency complies with all applicable laws that drive the procurement process as indicated in the Charter of the City of New York (Charter), the Procurement Policy Board Rules (PPB Rules), and the New York City Comptroller's Directives. PCM ensures that CFB and its divisions have the necessary procurements and support in place that allows the agency to meet its critical mission in making our local democracy more open, transparent and equitable. PCM partners with the various CFB divisions to provide guidance on procurement functions, so that the various divisions can focus on their core functions in support of the agency's vision statement. The Procurement & Contract Management department is looking for an experienced Procurement/MWBE (Minority Women Business Enterprise) Manager that will be reporting to the Deputy Chief Contracting Officer will manage programs and initiatives designed to promote the inclusion and growth of minority- and women-owned businesses in public contracting and procurement opportunities. This role will ensure compliance with applicable regulations, foster partnerships with MWBEs, and support the organization's diversity, equity, and inclusion goals to perform but not limited to the following: Develop, implement, and manage MWBE programs to increase participation in contracting opportunities Ensure adherence to local, state, and federal regulations related to MWBE goals and requirements Build and maintain relationships with MWBE vendors, contractors, and community organizations to enhance participation and outreach efforts. Collaborate with CFB divisions and help establish policies and procedures that promote MWBE engagement and program success. Ensure all MWBE documentation is maintained in accordance with Comptroller's requirements and audit standards. Prepare and present regular reports on MWBE participation metrics, program performance, CFB leadership for review and to the Mayor's MWBE Office on a quarterly basis or as needed. Provide education and training to CFB staff, vendors and other external stakeholders on MWBE requirements and opportunities. Assist procurement team in identifying MWBE-certified businesses for procurement opportunities Coordinate with Small Business Services on MWBE required actions Ensure vendors have valid MWBE certifications prior to contract registration Maintain a list of MWBE certifications and advise vendors on MWBE license expirations Provide customer service-oriented guidance and attend weekly division meetings to discuss the various procurements. Provide guidance on expediting procurements to minimize program disruptions. Perform other procurement actions and contract registrations. Supervise staff or projects. Knowledge - Knowledge refers to the body of factual or procedural information that can be applied like knowledge and understanding of federal, state, and city campaign finance laws and compliance. Knowledge of New York City Procurement Policy Board (PPB) Rules, Comptroller Directives, and other federal, state, and local laws. Knowledge of City's procurement systems including Financial Management System (FMS), Procurement and Sourcing Solution Portal (PASSPort) & DCAS OCP (Office Citywide Procurement) & platforms. Knowledge of the City's Minority/Women-owned Business Enterprise (MWBE) programs and NYC Small Business Services certified directory database. Knowledge of City's standing operating procedures/best practice with contract management - Knowledge with implementing MWBE programs. Skills - Skills are the capabilities required to perform tasks accurately and efficiently like effective communication skills to interact with internal partners, external partners, and the public. Proficiency in conducting FMS 3 procurement & budget inquiries. Able to navigate PASSPort and conduct research related to contracts, budget, etc. Medium to advance Microsoft Excel skills with the ability to set up new spreadsheets for tracking purposes and able to combine other reports into pivot or other reporting forms. Proficiency in searching the NYC Small Business Services website for relevant NGIP codes for procurements. Able to use other government procurement platforms such as the NYS Office of General Services (OGS), the General Services Administration (GSA) and other platforms to conduct vendor and commodity research to establish procurement agreements. Excellent verbal and written communication skills, including the ability to distill complex information and reach different audiences through a variety of communication mediums. Abilities - Ability is the capacity one needs to perform a job like the ability to work both independently and collaboratively as part of a team on agency projects. Attention to detail, particularly with regards to reviewing contracts and other agreements. The ability to independently manage and spreadsheets and trackers and adherence to timelines - Strong organizational and operational skills with the ability to plan and execute regularly scheduled tasks with little to no oversight. Ability to see problems ahead and offer solutions or different venues to assist program with their operations. Other - Other characteristics are traits that do not fit into the other categories, including values, work style, and personality like accountability and being able to adapt to change and easily consider new approaches. Team Player with a positive attitude and respectful manners - Ability to understand the needs of the MWBE's and aid with increasing their participation with CFB procurements. A minimum of one year experience with implementing MWBE programs
