Java Applications Developer

This position resides on the Java Applications team in the bureau of Enterprise Applications within the Chief Information Office. Duties: Code and debug Java applications following defined specifications and standards with guidance from senior Java developers and architects. Conduct technical walkthroughs of proposed system changes. Conduct unit testing of code, following defined testing methodology. Collaborate with business analysts and end users to gather and refine requirements and functional design. Analyze functional requirements and develop technical requirements. Create design documents and other related system documentation. Develop final design with guidance from senior Java developers and architects. Conduct unit testing and debugging of all code changes in a development environment. Conduct code reviews as assigned and recommend appropriate changes. Perform Quality Assurance testing of code changes as assigned. Minimum Qualifications: For appointment to an Information Technology Specialist 2 Programming, you must have: A bachelor's or higher-level degree, including or supplemented by 15 credit hours in computer science courses. OR - A bachelor's or higher-level degree in any field and at least one year of the experience in information technology. OR - A minimum of 60 college semester credit hours including at least 15 credit hours in computer science courses and one year of the experience in information technology. OR - A total of two years of experience in information technology. Competitive Minimum Qualifications: You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 52.6 of the Civil Service Law. Non-Competitive promotion (NCP) qualifications: You must be a qualified employee of the Office of the New York State Comptroller and have had one year of permanent competitive or 55-b/55-c service as a Information Technology Specialist 1 Programing. Additional Comments: Knowledge, skills, and abilities: Demonstrated experience with the Java programming language. Demonstrated experience with Object Oriented Programming concepts. Demonstrated experience in application development. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
