Information Technology Specialist 4 (Information Security)

ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time. Under the direction of a Manager Information Technology Services 1 (Information Security), SG-27, within the Endpoint Protection section of the Chief Information Security Office (CISO) Cyber Defense and Response bureau, the Information Technology Specialist 4 (Information Security), SG-25 will administer endpoint detection and response (EDR) products and other endpoint protection platforms (EPP), manage agent deployments, configure policies and settings, and engage other support groups as needed. This position requires the incumbent to possess a solid understanding of information technology systems administration and information security best practices. Additionally, this position requires an incumbent to act with a great deal of independence in alignment with CISO leadership and ITS strategic direction. The position requires availability during off-shift hours to ensure appropriate response to security incidents or other critical activities that may impact sensitive information, critical systems, NYS agencies, or ITS. Duties include, but are not limited to: Ensure that agents are deployed to servers and workstations running multiple operating systems, that applications are built in a systems management platform, and that automated deployments are scheduled. Maintain a list of imaging teams and ensure they receive new updates monthly. Perform gap analysis using various tools to identify missing or malfunctioning sensors. Remediate servers and workstations that do not have healthy agents. Troubleshoot application compatibility, performance, and networking issues with an emphasis on Windows tools such as ProcMon, ETW/Xperf, memory dumps, etc., and equivalent tools for Red Hat Enterprise Linux (RHEL) other GNU/Linux distributions. Support application programming interfaces (APIs), write API calls to multiple platforms, and provide other scripting and automation support in PowerShell and Python. Write technical documentation and maintain documentation of deployments, contribute to the creation of standard operating procedures documentation and improvements, and create and deliver reporting on EDR activity. Create change control tickets and attend change control meetings to address questions on changes, respond to service requests and incidents in IT service management system, and answer requests and questions that come in through distribution lists and a shared mailbox. Open support cases with software providers when necessary for resolution of issues. Perform the full range of supervisory responsibilities. Minimum Qualifications: Bachelor's degree* with at least 15 credit hours in cyber security, information assurance, or information technology; and three years of information technology experience, including two years of information security or information assurance experience**. *Substitution: bachelor's degree candidates without at least 15 course credits in cyber security, information assurance, or information technology require an additional year of general information technology experience to qualify. Appropriate information security or information assurance experience may substitute for the bachelor's degree on a year-for-year basis; an associate's degree requires an additional two years of general information technology experience. **Experience solely in information security or information assurance may substitute for the general information technology experience. Additional Comments: Some positions may require fingerprinting. Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Positions located in New York City, will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay. For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
