Responsibilities

The Workforce Outreach Specialist is responsible for finding individuals for job placement with our clients and leading the Community2Work (C2W)SM program. The incumbent will have a strong service mindset, excellent communication skills, a keen attention to detail, be process driven, demonstrated experience working with underserved populations, i.e., Temporary Assistance for Needy Families (TANF) recipients and new entrants to the workforce. The ability to be resourceful and adaptable to potential participants' barriers to employment are critical to the incumbent's success in this role.

Prospect and Candidate Recruitment and Outreach:

Utilize applicant tracking systems, vendor spreadsheets, and other internal systems to update systems, prospects' information, and scheduling. Enter data into reporting systems for CEO and clients. Conduct weekly outreach and respond to inquiries from job seekers and employers. Report to CEO and clients with updates, clients' hiring needs, presentations at standing meetings. Meet with employers weekly to assist them in creating a recruitment process for desired candidate pool and provide updates on qualified candidates. Initiate and maintain ongoing contacts with business customers, industry representatives, and job placement/training agencies to promote C2W activities. Lead weekly onsite visits to DCS community partners and provide door-to-door outreach, job fairs, networking events, and other outreach activities. Use DCS social media and online platforms for candidate outreach. Establish, maintain, and improve the C2W program recruitment process, compliance systems, and internal protocols to ensure effective administration of the pre-employment and placement process. Conduct monthly evaluations of each system and process

Prospect and Candidate Engagement:

Deliver ongoing career services to include but not limited to: comprehensive assessments, one-on-one coaching, cohort-based work readiness programs and services, and serving as an advocate for job seekers. Provide administrative support, job postings, letter generation, and in-bound/out-bound phone calls to ensure participants are moving through the client's enrollment processes. Track candidates' submitted applications, progress, and activities weekly in the candidate tracking system and give candidates feedback. Scan and edit resumes accurately and efficiently in the applicant tracking system. Ensure they are entered weekly and meet clients' standards. Provide and lead DCS team members in conducting reviews, phone interviews, screenings, pre-qualification steps, and presentations. Collaborate with the C2W team on planning and implementing events and submitting referrals to clients. Inform all stakeholders on candidates' fitness for positions and provide feedback from the recruiters on candidates' status, processes, and engagement activities.

Requirements

Licenses/Certificates:

Valid Driver's License, proof of insurance, and reliable personal transportation required for off-site client meetings and client support. Ability to obtain Act 33 Child Abuse, Act 34 Criminal and FBI clearances.

Education/Experience:

Associates or 4 year degree in Human Resources with 2-3 years experience in workforce development, career coaching, or providing direct social services preferred A minimum of one year of human resources job recruitment experience. A minimum of six months of workforce development, outreach or training program administration and/or customer service experience.

Qualifications:

Required

Familiarity with TANF, unemployed, underemployed, and vulnerable communities. Possess knowledge of local employment needs and resources. Experience carrying a caseload of clients with challenging needs required. Experience with recruitment software, such as Zoho Recruit. Experience with public speaking as well as demonstrating excellent verbal and written communication skills. Proficient in Microsoft Office Suite (Word, Excel, PowerPoint) and Google platform.

Preferred

Demonstrated experience in working with diverse cultural and socio-economic communities required. Experience setting and maintaining appropriate professional boundaries with clients required. Experience working with a team to accomplish goals is required. Demonstrate excellent customer service skills and exceptional listening skills. Demonstrate good prioritization and time management skills. Detailed oriented and follow-through shown in previous job. Demonstrate ability to perform repetitive tasks with a high degree of accuracy. Demonstrate excellent data entry skills to include updating customer information and accounting records for purchases, travel, and events.
