Assistant Engineer/ Assistant Engineer Trainee for Spills and Bulk Storage
Respond during workday and after-hours to petroleum and chemical spills, and emergency incidents, as required/directed. Complete detailed inspection report while on-site and update spills database in a timely manner. Ensure proper cleanup and/or remediation is completed. Retain State hired contractors where appropriate for Petroleum/HazMat spill cleanup. Review and evaluate investigative reports, remedial action plans and spill closure reports for completeness and accuracy. Collect evidence to identify source, cause and responsible parties for petroleum and chemical spills. Provide general guidance regarding proper cleanup procedures, transport and disposal of spill debris. Provide direct oversight of State hired petroleum spill cleanup contractors. Review payment applications for State hired cleanup contractors and submit to Central Office in a prompt manner. Prepare Investigative Summary Reports (ISR), or other documentation for enforcement and/or cost recovery in a prompt, complete and thorough manner. Assist Comptroller's and Attorney General's office as well as DEC attorneys with enforcement and cost recovery as needed. Perform bulk storage inspections at regulated facilities as assigned. Provide follow-up to ensure violations are corrected and facilities are in compliance with the appropriate regulations. Refer non-compliant facilities for legal enforcement as appropriate. Complete detailed inspection reports for bulk storage inspections and update appropriate databases in a timely manner. Excellent verbal and written communication skills required to communicate with the regulated public, other emergency response personnel, consultants, regional staff and central office staff. Experience with Microsoft 365 suite is essential. Experience conducting compliance inspections is preferred. Minimum Qualifications: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified. Reassignment - Currently in the title and an employee of DEC or Reinstatement Eligible - Previously held the title on a permanent competitive basis. or Transfer Eligible - One year of permanent competitive service in a title designated as appropriate for transfer in accordance with Section 70.1 of Civil Service Law. For eligibility under 70.4 transfer or 55b/c, employees must meet the minimum qualifications below.
