Responsibilities
Directs the workforce responsible for three units in Material Control; the catalog group, which oversees MTA Bus & NYCT bus parts and non-bus parts cataloging, new bus parts provisioning, qualified products list, excess & obsolete inventory, recycled bus parts program, Units inspections and shop rejections; the Contract Management group with the responsibilities for developing, renewing, reviewing, and administering contract awards for all required Rebuilt Units and new units based on demand and replenishment, monitoring contracts and moving forward with close-outs, extensions, or renewals according to what's best for the company; managing the Salvage administrative functions which overseeing the Salvage operations with unit core returns and core exchanges with in-house shops and outsource vendors; inbound, storage, outbound, shipping manifest, trucking and data entry. Solve any contract related problems that may arise with other parties and internally with the company itself. Follow all the requirements consistent with the legal requirements set forth in the MTA All Agency Guidelines, New York State Public Authorities Law, and the MTABC/NYCT Procurement Policy.
Additional Duties And Responsibilities
Direct and coordinate the administration and monitoring of contracts and move forward with
developing, reviewing, awarding, extension, or renewal for all required Rebuilt Units and new
units based on demand and replenishment. Solve any contract-related problems that may arise
with other parties and internally with the company itself. Follow all the requirements consistent
with the legal requirements set forth in the MTA All Agency Guidelines, New York State Public
Authorities Law, and the MTABC/NYCT Procurement Policy. Serve as liaison for internal MTABC
and DOB departments such as Maintenance, Supply Logistics, Materials, Tech service, MCU and
Vendor relationship management. Maintain appropriate bus unit availability by managing all bus
unit core returns and core exchanges with in-house shops and outsource vendors. Maintain
appropriate bus unit availability by managing all bus unit core returns and core exchanges with inhouse shops and outsource vendors. Maintain proper bus unit inventory by monitoring shop unit
production, unit float, and core scrap out rates. Maintain constant communication with DOB and
MTA Bus user departments on the development of bus parts and bus unit material forecasts,
recycled bus parts program, and bill of material for in house units. Ensure all depots receive
forecasted bus units. Quantify and document material requirements and respond bus out of
service requirements through critical ordering and the redeployment of materials as needed. Meet
with Procurement, Technical Service, in-house shops, and vendors on the development of
contracts, material shortage concerns, expediting requirements and defining strategies to address
DOB and MTA Bus short-term and long-term material requirements. Coordinate with
finance/budget to assure parts purchases are within budget constraints.
Direct and coordinate the establishment and updating of multiple PDF bus parts manuals
(currently 86) to support NYCT and MTA Bus operations. Ensure the information in the bus parts
manuals correlates to the master ordering description stock catalog. A new PDF bus parts
manual is required for each new bus delivery; this requires assigning stock numbers to all items,
establishing new stock number ordering descriptions and maintaining all bus manuals in
relationship to bus fleet life cycles. Maintain the master file and the electronic parts manuals.
Assign stock numbers to all non-symbolized standards excluding chemical. Prepare systemic file
to symbolize new items with the appropriate class, sub-class, and fleet profile information. Assist
on set up new bus parts provisioning and install final parts manual on the Information Center.
Inventory rejection and coordinate with vendor and supply logistics. Analyze and determine
recycled bus parts to be added in the recycle program. Review and determine Excess obsolete
Inventory to be forward to asset recovery for sale/scrap. Coordinate and collaborate with other
departments (MCU, Technical Services, Procurement, and Supply Logistics) to set up and
resolve material issues.
Conduct NYCT material inspections on all units received from vendors to ensure compliance with
specifications and purchase orders. Process receipts documentation and rejections when
needed. Conduct NYCT material inspections on all material received from recycle program.
Manage the Salvage Unit's daily operations; inbound, storage, outbound, shipping manifest,
trucking, data entry. Manage the Salvage Unit's daily administrative functions which include
overseeing union employees. Assisting the director with managing staff, creating reports and
attending meetings.
Manage and provide leadership to the team. Ensure they are properly trained and motivated to
perform effectively and to increase productivity. Monitor employee performance and conduct
evaluations. Monitor attendance, overtime, disciplinary actions, union picks, and vacations.
Education And Experience
A Baccalaureate degree from an accredited college in Business, Supply Logistics or in a related field and ten (10) years of full-time related experience, at least five (6) years of which must have been in a managerial/supervisory capacity; or A satisfactory equivalent of the combined education and experience requirements.
Desired Skills
Experience in Operation Management and leadership Roles in fields such as Supply Logistics
including Catalogs, Contract Management & Procurement, Material Requirements & Planning,
Inventory Management, Units managements, inspection, Warehouse Operation, Distribution,
Vendor relations, and Administration.
Excellent computer skills including Supply Chain systems. Able to make decisions and perform efficiently in a challenging environment. Performing multiple
tasks and prioritizing in order of importance while demonstrating leadership, coaching,
interpersonal and problem solving/analytical skills
