Position Overview he Office of Illinois Works is a new bureau within DCEO specifically created to bring about equity and inclusion in construction and the trades. Join an innovative team implementing and sustaining one of the largest networks of workforce development construction pre-apprenticeship programs in the country, focused on opening doors of opportunity for women, minorities, and veterans. This is challenging but meaningful professional work that annually impacts thousands of people throughout the State of Illinois. We welcome interested and motivated individuals to apply. Essential Functions

Under administrative direction of the Deputy Director of Illinois Works, organizes, plans, executes and controls the operations of the Pre-Apprenticeship Initiative. Develops and implements policies regarding program methodology, fiscal and personnel management. Determines program goals and priorities and develops procedures and systems for their attainment. Coordinates consultation and technical assistance with grantees on Pre-Apprenticeship Program requirements. Serves as working supervisor. Travels as required to make presentations regarding program requirements to grantees, potential applicants, contractors, agency representatives and other stakeholders. Provides General Assembly testimony, management, statutory report compilation and management reporting as directed by the Illinois Works Officer. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above. Minimum Qualifications

Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college. Requires three (3)years of progressively responsible administrative experience in a public or business organization. Specialized Skills

Prefers five (5) years of experience and/or comprehensive working knowledge of state and/or federally funded pre-apprenticeship/apprenticeship training programs preferably of construction trades training programs and Dept. Of Labor apprenticeship program requirements. Prefers five (5) years of experience and/or working knowledge in grant administration focusing on grant implementation and management preferably knowledgeable of the Illinois Grant Accountability and Transparency Act (GATA) requirements. Prefers five (5) years of experience supervising program staff. Prefers five (5) years of experience developing, installing, and evaluating new and revised methods, procedures, and performance standards along with the technological tools to implement them. Prefers five (5) years of progressively administrative experience in a complex public or business organization. Preferred Qualifications

Prefers five (5) years of experience supervising program staff. Prefers five (5) years of experience developing, installing, and evaluating new and revised methods, procedures, and performance standards along with the technological tools to implement them. Prefers five (5) years of progressively administrative experience in a complex public or business organization. Prefers intermediate level proficiency utilizing Microsoft Excel, Word, Outlook, SharePoint, and databases, with extensive experience in grant reporting/tracking systems. Prefers five (5) years of experience identifying, interpreting, and communication program data and information for program compliance and improvement. Prefers extensive knowledge of agency programs and service objectives, activities, and operational systems. Conditions of Employment

Requires appropriate, valid driver’s license. Requires ability to travel in the performance of duties, with overnight stays as appropriate.
