Program Manager for Senior Community Service Employment

Our Seniors Need You. First Tennessee Human Resource Agency's Senior Community Service Employment Program (SCSEP) is a federally-funded training program that assists low-income, unemployed seniors in gaining viable job skills through paid training at various non-profit and government agencies.
Fulltime position (no weekends) based at our headquarters in Johnson City with full benefits including 14 paid holidays, paid-time-off and TN state pension.
POSITION TITLE: Senior Community Service Employment Program Manager
Reports To: Executive Director
Pay Scale: $32,000 - $40,000 DOE
Hours: 8am - 5pm Monday through Friday (1hr unpaid for lunch) in administrative office (on site).
Job Summary: Responsible for management of daily operations, on-going activities and functions, and overall direction of the Senior Community Service Employment Program (SCSEP). Essential duties include: community outreach to enroll participants; budget preparation and financial management of programs; selection, training, and supervision of program personnel and participants; establishment of program policies and procedures under the established program and federal grantor guidelines; consultation and collaboration with various state and federal departments, local governments, funding sources, host agencies, and advisory councils.
Duties and Responsibilities:
1. Overall financial oversight of programs including preparation and management of program budgets, adjustments and revisions as required according to availability of funds, approval of all purchases and procurements according to contract guidelines.
2. Prepare, compile, and issue reports to meet administrative and program needs specified by SCSEP, FTHRA, the Advisory Council, partnering organizations and Senior Community Service Employment Programs.
3. Attend all conferences, trainings, and meetings related to position required by the Senior Community Service Employment Program, and FTHRA.
4. Planning and organizing of personnel activities involving advertising, recruiting, selection, orientation, placement, and termination of the SCSEP Participants.
5. Training of program participants including organization of orientation training and annual on-going training to meet contract and requirements.
6. Direct supervision of program personnel. Development and implementation of position descriptions and program policies and procedures. Monitoring of personnel to ensure services are provided according to policy. Providing on-going evaluation of employee performance through positive reinforcement, corrective action, informal or formal written and verbal evaluations. 7. Selection, certification, oversight and training of Host Agencies in accordance with SCSEP guidelines and regulations. Use personal vehicle to travel to Host Agencies for oversight and training. 8. Coordinate with worksite supervisors and other personnel in the placement and training of participants. Work cooperatively with supervisors in the development of Memoranda of Understanding and other appropriate documents necessary for collaboration.
9. Establish and maintain communication and professional working relationships with funding sources, community leaders, partnering agencies, and consumers of services. Serve as Agency advocate or liaison to the service network providing community education and professional representation of the Agency.
10. Abide by Agency and program rules, regulations, policies, procedures, and Agency Personnel Policy Manual.

Experience and Education: Must have a genuine desire to work with seniors. Candidate must have the ability to accurately compile and maintain records and reports. Must be proficient in Microsoft Office Suite, including Word and Excel. Excellent organizational skills required. Must be organized and detailed oriented. Must be able to work with minimal supervision. High School diploma required; Bachelor's degree preferred. Must possess and maintain a valid driver's license and good driving record.
