Purpose :
This scope of work is for Systems Administration services on a time and materials basis to provide maintenance, operations, and lead technology infrastructure support for the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) FL-WiSE/Electronic Benefits Transfer (EBT) data system for the Florida Department of Health Division of Community Health Promotion, Bureau of WIC Program Services (Department). Contractor will provide these services to the Florida Department of Health (Department).
2. TERM: This scope of work will begin on 7/1/2025 or the date on with the purchase order is issued, whichever is later. It will end at midnight, Eastern Time on 6/30/2026. The State of Florida's performance and obligation to pay under this purchase order and any subsequent renewal is contingent upon annual appropriation by the Legislature and satisfactory performance of the Contractor.
3. CONTRACTOR NAME AND LOCATION OF WORK: Florida Department of Health The worksite for this scope of work is the following location(s): 2585 Merchants Row Boulevard Tallahassee, FL 32311
Work-from-home for this position will be considered. Approval acknowledgment for work-from home through written communication only; revokable through written communication at any time.
4. CRIMINAL BACKGROUND SCREENING: The Department will conduct a criminal history record check, including fingerprinting, on the consultant ssigned by the Contractor prior to the consultant commencing work for the Department. The Department retains sole discretion as to whether the results of the criminal history record check will result in the Contractor's employee being disqualified from performing services pursuant to this agreement.
5. CONTRACTOR QUALIFICATIONS AND EXPERIENCE: Contractor staff assigned to this agreement must possess the following minimum qualifications and experience:
5.1. A minimum of ten years of experience developing and modifying scripts for creating, maintaining, ugmenting, and reporting on server and client-based infrastructures utilizing Powershell, SQL, Python, nd MS batch scripts. 5.2. A minimum of ten years of experience with support and configuring Windows server installations and their supported feature roles/services. 5.3. A minimum of ten years of experience with applying security best-practices surrounding operating system hardening, user authentication and authorization, security group management, application security scanning, and network segmentation. 5.4. A minimum of five years of experience with Infrastructure-as-code (IAC) in creating and utilizing platforms such as Kubernetes, Helm, and Ansible using YAML/JSON/XML languages; and configuring these for use within various platforms build and deploy toolchains. 5.5. A minimum of five years of experience with Microsoft SCCM or InTune, object collection policies and maintenance, and management of end-user workstations utilizing these tools. 5.6. A minimum of five years of experience with support and configuring Linux/BSD server installations and their supported feature roles/services. 5.7. A minimum of five years of experience with Active Directory (i.e., Entra ID) and group policies 5.8. A minimum of five years of experience supporting business applications in cloud-native architectures. 5.9. Basic understanding of network protocols, topologies, VLANs, subnets, route tables required. 5.10. Exceptional logical troubleshooting skill and self-motivation required as demonstrated through prior ten-year career achievements or advancements.
6. CONTRACTOR RESPONSIBILITIES:
6.1. SERVICE TASKS: Contractor will perform the following tasks in the time and manner specified: 6.1.1. Conduct daily development and technical support for the ongoing operation of the Department WIC data system and the interfaces with the EBT system, Florida ACCESS, IBM Watson, and other supported system applications, and computer attached scanners, pin pads, magnetic card readers, text and voice messaging execution and management as directed by the Department. 6.1.2. Troubleshoot work requests and provide solutions to daily processing and development issues as directed by the Department. 6.1.3. Maintain and submit documentation as directed by the Department of system performance of the WIC Data System applications including all interfaces and any system maintenance and djustments undertaken including work requests to correct process errors. 6.1.4. Identify and recommend operational efficiencies to improve system performance and processes. Conduct new software or hardware evaluations. Investigate and recommend new technologies that will improve or support current and identified business processes as directed by the Department. 6.1.5. Analyze and document technical requirements for infrastructure system fixes, modifications and enhancements as directed by the Department. 6.1.6. Produce a work plan to implement infrastructure requirements for system platform fixes, modifications and enhancements as directed by the Department. 6.1.7. Maintain and submit documentation of analyses of system performance, software and hardware evaluations, new technologies, business and technical requirements and work estimates as directed by the Department. 6.1.8. Create scripts for system fixes, modifications, enhancements, interfaces and integration processes that adheres to all applicable coding procedures, standards and techniques as directed by the Department. 6.1.9. Conduct testing of scripts for system fixes, modifications and enhancements including support of customer User Acceptance Testing. Document test results as directed by the Department. 6.1.10. Produce system documentations for system fixes, modifications and enhancements as directed by the Department.
6.1.11. DATA SECURITY AND CONFIDENTIALITY TASK: The Contractor, its employees, subcontractors, and agents must comply at all times with all Department data security procedures and policies in the performance of this scope of work as specified in the Data Security and Confidentiality document attached to the purchase order. 6.2. DELIVERABLES: Contractor will complete and submit the following deliverables to the Department in the time and manner specified: 6.2.1. Monthly: Provision of System Administrator (Intermediate) services in the time and manner specified in Task 6.1.1-6.1.10.
CONTRACTOR TRAVEL REIMBURSEMENT: The Contractor will not be reimbursed for any travel expenses under this agreement.
