DSB's Vocational Rehabilitation program assists individuals with visual disabilities achieve gainful employment and economic vitality through integration into the nation's workforce, while assisting businesses with accessibility training, consultation, recruitment, and retention of qualified employees. Together, these services lead to the greater employment of qualified Blind, Deaf Blind and Low Vision individuals and more accessible and diverse businesses.

About the Opportunity: The Vocational Rehabilitation (VR) program is authorized by the Rehab Act of 1973, as amended by the Workforce Innovation and Opportunity Act, or WIOA. The continued receipt of the VR grant funds are predicated on consistent compliance with federal law, fiscal policies, regulations, performance measures and practices required by the WIOA legislation, and by the federal grantee's interpretation and guidance of the legislation. The role of the VR Data and Assurance Analyst is to model the VR program and to evaluate and assess the effectiveness of the program's practices and processes to identify gaps and best practices to the requirements of the grant as set forward by the federal grantee. The VR Data and Assurance Analyst will collaborate with Business Systems and Process Improvement Team and VR Teams to develop the following as responses to Quality Assurance internal reviews: Identification and prioritization of VR staff training needs Organizational Improvement Continuous Improvement/Lean Process Improvement Change Management Duties Some of What You will Enjoy Doing: VR Data and Quality Assurance

Initiate, conduct/coordinate and implement complex VR program quality assurance controls, analysis, and oversight Develop and maintain complex predictive operational models Ensure that Internal Controls are in place and consistently reviewed Monitor, track, support and analyze VR program internal control activities and findings Measure the performance of programs against established goals and service levels, program mandates, and standard performance indicators through data analysis and conducting interviews Report and make recommendations to program managers, and the executive team on gaps, best practices, progress, barriers, and adjustments to the VR processes based on in-depth analysis and modeling Extracts data from AWARE, and SQL server for evaluation of the VR program Develop queries and provide data and/or produce reports from current case management system as requested to management Collect, analyze and compile/issue federal programmatic performance data reports Develop and maintain complex program models to reflect agency capacity, process constraints to include staffing, contracting, and financial limitations and be used for "what-if" scenarios Develop predictive models to forecast agency VR capacity at the agency level and at the regional level to identify and quantify the agency's ability to support additional customers based on current throughput and resources Develop VR specific dashboards that will be used at the managerial and executive level to evaluate VR performance to include statistical analysis to monitor performance and detect adverse trends Process Improvement, LEAN Principles & Change Management Efforts

Initiate, facilitate, coordinate and implement VR program process improvement activities Monitor, measure, and develop reports for on-going targeted review activities Collaborate among VR-Participant Services and VR - Workforce Initiatives team managers i Partner with VR Training Coordinator to develop appropriate trainings, curriculum, desk guides and other supporting materials to ensure employee development resulting in improved performance Track and guide process improvement portfolio management to keep VR Projects and Change Initiatives within scope and on schedule Implement Change Management principles Coordinate and lead project teams in integrating organizational change management activities into their process improvement activities Qualifications

Required Qualifications:

Bachelor's Degree including college level course work in statistics and/or mathematics or related field OR other areas that would provide a foundation for understanding the responsibilities of this position AND Three (3) years of experience conducting research and analyzing policies, laws, rules, or regulations Qualifying education and/or experience can substitute for the degree on a year for year basis. Preferred/Desired Qualifications: An advance degree in business, mathematics, computer science or similar field Experience working with complex data systems and writing queries to support ad hoc reports Knowledgeable in change management principles and methodologies Experience in developing comprehensive data dashboards/metrics that reflect organizational performance Experience with vocational Federal grant reporting or similar Federal reporting Experienced working in and/or leading groups to achieve a desired outcome Supplemental Information How to Apply: Interested? Retirement and Deferred Compensation State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note:

Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave) Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note:

Most agencies follow the civil service rules covering leave and holidays for

exempt

employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
