Job Summary
The
New York State Office of Information Technology Services (ITS)
is seeking a highly experienced
Developer – Level III
to provide full lifecycle support for mission-critical legacy applications. The role focuses on COBOL-based development and support within a large-scale government enterprise, including real-time and batch environments. Duties and Responsibilities: Analyze and review legacy production systems to understand technical architecture and map to business processes. Design, develop, and maintain application code using COBOL-74, COBOL-85, and other legacy technologies. Perform system analysis, unit testing, and integration testing of developed solutions. Use specialized tools to extract and translate business rules and logic from legacy code. Monitor production systems and conduct error diagnostics/debugging as needed. Develop and maintain technical documentation related to system design, programming, testing, and deployment. Coordinate development activities among team members, stakeholders, and project leads. Serve as a Subject Matter Expert (SME) for application development and support throughout the Software Development Lifecycle (SDLC). Collaborate with architects and technical leads to ensure application design aligns with architectural standards. Provide regular task status updates and highlight risks or issues. Mandatory Qualifications: Level III: More than 7 years of experience on complex IT projects, with 2+ years in a lead developer role. 7+ years of application development and legacy system support using COBOL-74 and COBOL-85. 5+ years of experience in system analysis, design, programming, and unit/integration testing. Desirable Qualifications: 7+ years of experience in both real-time and batch programming environments. 5+ years of hands-on experience with production monitoring and debugging. Experience developing and maintaining comprehensive technical documentation. Proven ability to extract and translate business rules and logic from legacy code. 5+ years working with database structures, data dictionaries, and source code management. 5+ years of experience within the New York State IT ecosystem. Experience supporting State Electronic Benefits Transfer (EBT) systems and card issuance applications. Additional Information: Travel may be required on a limited basis, primarily for onsite meetings. Candidates must be authorized to work in the U.S. and available to start by
