Essential Functions:
The
Program Manager
is responsible for overseeing all aspects of program execution, managing large teams, interacting with high-ranking officials, and ensuring operational success. This role requires
strong program management skills, business acumen , and strategic leadership to
optimize efficiency, reduce turnover , and maintain compliance with government requirements. The Program Manager is designated as
key personnel
by the Government, with full authority over the subject task order.
1. Program Leadership & Oversight Direct program tasks and deliverables , ensuring alignment with the Department of Homeland Security's mission. Manage teams of 80+ personnel , providing strategic leadership and operational guidance. Coordinate with industry executives, government officials, and Tribal leaders
to ensure smooth execution of projects. Monitor program performance , ensuring compliance with federal regulations, including FAR, HSAR, and CBP directives. Oversee funding management , tracking expenditures using SAP and TRIRIGA, ensuring budgets are updated monthly. 2. Facilitation & Stakeholder Engagement
Plan and facilitate high-level meetings , setting agendas, tracking action items, and controlling meeting flow. Distribute meeting minutes
and ensure executive stakeholders are briefed on project status. Conduct process improvement assessments , identifying operational inefficiencies and recommending corrective actions. Lead lessons learned discussions , documenting findings and providing structured recommendations to enhance performance. 3. Acquisition & Contract Management
Provide acquisition program management consulting , assisting with procurement planning and documentation. Ensure compliance
with federal acquisition requirements, supporting Statements of Work (SOW), Performance Work Statements (PWS), and Statements of Objectives (SOO). Conduct market research , performing Analysis of Alternatives (AoA) and vendor evaluations. Review and track contract deliverables , ensuring timely execution of task orders and funding utilization. 4. Financial Oversight & Cost Management
Develop Independent Government Cost Estimates (IGCE)
and lifecycle cost projections for program support. Track financial transactions , ensuring budget compliance and accurate reporting in CBP financial systems. Ensure financial accountability , working with servicing agency partners to manage obligated and expensed funding. 5. Training & Workforce Development
Manage CBP training compliance , ensuring personnel meet DHS FAC-COR and FAC-PM certification requirements. Develop and oversee
training programs to enhance workforce capabilities and career development. Implement strategies to reduce personnel turnover , ensuring retention in high-turnover roles. Maintain and manage
the PMO Training SharePoint page, providing accessible resources. 6. Maintenance & Repair (M&R) Coordination
Prepare monthly M&R reports , tracking project status, cost, modifications, and completion percentages. Ensure contract documentation and compliance , supporting task order execution and expenditure tracking. Monitor facility operations , ensuring adherence to maintenance schedules and quality assurance protocols. 7. Quality Assurance & Risk Management
Develop and implement quality control measures , ensuring compliance with government standards. Monitor risk mitigation strategies , providing assessments to resolve potential performance, schedule, and budget risks. Conduct process audits , tracking corrective actions and lessons learned analysis. 8. Travel & On-Site Project Supervision
Oversee construction and facilities projects , ensuring alignment with USACE, FAA, and GSA requirements. Conduct site visits , evaluating project progress, compliance, and operational challenges. Develop project requirement documents (PRD)
and oversee contract execution strategies. Required Skills & Qualifications
Minimum 10 years of experience in project/program management , with strong leadership skills. Bachelor's degree in business or a related field
(required). Project Management Professional (PMP) certification
(mandatory). Expertise in federal acquisition regulations , risk management, and financial tracking. Proficiency in SAP, TRIRIGA, SharePoint, and Microsoft Office Suite . Excellent communication and stakeholder engagement skills , with experience in executive-level interactions. Ability to travel as needed
for job site supervision and project implementation. Located within the Eastern Time Zone .
