About the Agency: The Idaho State Board of Education (Board) is established in the Idaho Constitution for the “general supervision of the state educational institutions and public school system.” State law charges the Board with the general supervision, governance and control of public schools and postsecondary institutions, including community colleges. The Board is comprised of eight members: seven appointed by the Governor, as well as the statewide elected superintendent of public instruction. The Office of the State Board of Education (OSBE) is charged with providing professional staff support to the Board and implementing the Board’s policies, programs, and initiatives.

Summary:

The IT Database Administrator will provide leadership in the design, installation and maintenance of large, complex database management systems, encompassing the state’s K-20 education data. Incumbent will work collaboratively in a team environment supporting the data needs of the enterprise. This position will ensure the security, quality, and integrity of data resources and perform related work.

This senior-level position will provide essential enterprise-wide database administration functionality to the Office of the State Board of Education and to multi-agency systems supporting the Idaho State Board of Education, Idaho State Department of Education, Idaho Public Charter School Commission and Idaho Career Technical Education.

This position requires residency in Idaho. If relocating to Idaho, the Idaho State Board of Education does not reimburse the cost of relocating. The agency does not sponsor anyone with a work visa.

Job Responsibilities:

Brings new information on security/data developments into the organization, including information on new tools, procedures and systems

Analyzes complex business and competitive issues and discerns their implications for data systems and security

Advises business partners on approaches to optimize business success, in consideration of data concerns

Recommends strategic direction for long-term spending plans

Includes database performance tuning and database storage forecasting

Installs and maintains database software systems

Performs data management and migration including data extraction, transformation and loading (ETLs)

Monitors performance and proactively adjusts and tunes system

Manages and maintains data system integrity and security

Designs and implement appropriate backup and recovery strategies

Performs related work, as required

Minimum Qualifications:

Experience:

Installing, administering and monitoring production databases and database servers

Developing procedures and controls to ensure database security, integrity and availability

Researching IT database concerns and providing solutions

Monitoring and tuning the performance of databases, queries and indexes

Coordinating long-range planning teams and providing strategic solutions to senior leadership

Preferred Qualifications:

Bachelor’s degree in computer science (or related STEM field), or an equivalent combination of education and relevant experience

Five years of experience in a database administration position

Extensive experience in Microsoft SQL server

Proficiency in one or more additional Database Management Systems

Extensive experience maintaining and migrating data through the use of ETLs and pipelines

Ability to design and maintain efficient and scalable database schemas

Experience with cloud database services (e.g., Azure SQL, AWS RDS, etc)

Experience with scripting and automation technologies (e.g., Python, PowerShell)

Knowledge of data warehousing principles and technologies

Experience with database reporting services (e.g., SSRS, Power BI, Telerik reporting)

Experience providing ad hoc reports and datasets

Ability to effectively communicate with technical and non-technical stakeholders

Strong skills in customer service, collaboration, problem-solving, and attention to detail

Ability to manage multiple tasks, projects, and priorities effectively

Ability to adjust to changing technologies and business requirements

Physical Demands:

Approximately 90% of time is spent sitting at desk or workstation, up to 4 hours at a time.

Approximately 10% of time is spent standing, walking, bending, and kneeling.

Occasional lifting may be required, frequently less than 5 lb, but may be up to 20 lb.
