Description
Under general direction, to assist in planning and organizing the staff and activities of the Clerk of the Board of Supervisors Office. This position is responsible for assisting the Clerk of the Board of Supervisors in the management of the overall department; and in the absence or unavailability of the Clerk of the Board: reviews for accuracy, completeness and compliance with federal, state and local regulations all items submitted to the Board, attends the Agenda Review Committee meetings, oversees and is responsible for preparation of the agenda for the Board of Supervisors meetings, and also in the absence of the Clerk, serves as the Clerk of the Board at Board meetings.

Typical Management Responsibilities
Assists in planning, directing and supervising of the staff and functions of the department; Recommends objectives to accomplish departmental goals, develops and implements policies and procedures or changes in methods of service delivery to carry out these objectives; Provides assistance and advice to representatives of other departments, agencies, employee organizations, community groups and the public regarding items presented to the Board of Supervisors; Administers control over the preparation of minutes for the Board of Supervisors; Tracks pending legislative developments, reviews and suggests departmental actions based on new legislation; Composes correspondence in response to a variety of inquires requiring discretion, knowledge and interpretation of County functions, ordinances and policies, as well as the procedures of the Board of Supervisors; Develops and maintains standards for work performance and keeps work performance records; Provides extensive customer service, establishes effective and tactful communications in serving a wide variety of groups and individuals, responsible for assuring continuity and delivery of high quality of services; Plans the use of existing office space; Prepares special reports as directed by the department head; Supervises staff and hires or makes recommendations on hiring, promotions, transfers, suspensions or the discharge of subordinates as required; Ensures the orientation and training of staff; Performs related duties as required.
Employment Standards
Development of the required knowledge, skills and abilities is most typically obtained through education and experience equivalent to an AA or higher level degree in business or public administration or a related field, and progressively responsible administrative and managerial experience which directly demonstrates the possession of the following knowledge and abilities.
Knowledge of:
Principles, practices and techniques of administration, organization, personnel management, labor relations, counseling, training, supervision, budgeting, staff development and public relations; Working knowledge of the development, implementation, coordination and evaluation of modern office practices and procedures; Laws, policies and procedures pertaining to the Board of Supervisors; Functions and organization of county government.
Ability to: Plan, organize, coordinate, supervise and evaluate the activities and functions of the Clerk of the Board's Office; Develop and implement policies and procedures; Establish and maintain effective working relationships with county employees, government officials, the press and the general public; Work independently in identifying the need for proposed changes to operating practices, programs and policies; Communicate effectively, orally and in writing; Ability to investigate and analyze difficult administrative and personnel problems and implement solutions; Work under pressure.
