Oversee projects of significant magnitude in terms of complexity, cost, and time Manage project deliverables from solution transition to release and implementation, ensuring timely and agreed-upon delivery Ensure projects are delivered on-time, within scope and within budget Facilitate the definition of project charter, scope, goals, and deliverables Assist the Government in managing resources assigned to projects regarding project efforts; provide a single point of contact for project assignments Compile plans and work assignments; facilitate and monitor work efforts; identify resource trends and needs; and escalate functional, quality, or timeline issues appropriately Work closely with business stakeholders to understand negotiated, documented, and agreed upon request deliverables Create detailed project and work plans and project schedules, including work breakdown structures, project milestones, risk assessment / management plans, staffing needs, project timelines and budgets Assist the Government in assessing, validating, monitoring, planning, and controlling/mitigating project change and risk Facilitate communication between stakeholders (sponsor, consumer, technical staff, vendors, IT staff, etc.) Communicate progress, status, and issues to customers and management Contribute to near-term and long-term organizational planning and strategy Assist with User Acceptance Testing Develop project plans, involving all relevant stakeholders and ensuring technical feasibility Measure project performance using appropriate systems, tools, and techniques Report and escalate to management as needed Create and maintain comprehensive project documentation Assist the Government in managing customer expectations and maintaining ongoing client satisfaction Provide strong, proactive, and assertive leadership for assigned projects Define, orchestrate, and manage the holistic project lifecycle, delivery cadence, release plan and sprint schedule Oversee and lead the definition and creation of high-quality project / product backlogs, utilizing epics, features, user stories and task structures Plan, facilitate and champion effective Agile / Scrum ceremonies including backlog grooming, sprint planning, stand ups, sprint demos and retrospectives Establish and provide high-quality, informative written and verbal project communications, as required Analyze new and complex project related problems and create innovative solutions involving finance, scheduling, technology, methodology, tools, and solution components Required Experience/Qualifications

Ten (10) plus years of full-time professional project management experience, including hands-on experience in large, enterprise-wide projects, software development, and web technologies and three years of supervisory and/or management experience Five plus years’ experience as a project administrator managing software/application development projects Experience in developing and managing highly scalable systems Experience with both traditional waterfall software development processes and Agile / Scrum methodologies Demonstrated ability to solve problems, determine appropriate actions and complete projects with minimal direction Solid organizational skills including attention to detail and multi-tasking skills Project management frameworks and disciplines to improve the delivery of IT projects Lead a cross functional team of business stakeholders and technical IT resources using a mix of traditional project management disciplines and Agile/Scrum-based practices with demonstrated progression of increased scope and complexity Present effective executive level and decision-making presentations Explain complex technical concepts in pictures and words that are understandable to a broad audience Demonstrate customer collaboration and engagement techniques Manage multiple priorities and follow through on projects/tasks to completion; manage multiple tasks independently and prioritize to meet business needs Operate in an Information Technology Service Management, specifically Information Technology Infrastructure Library (ITIL) based, environment Show initiative and act independently to resolve problems Establish and maintain collaborative working relationships Communicate clearly and concisely, orally and in writing, with users and technical support Act as the team lead for the vendor staff assigned to the TO Preferred Experience/Qualifications

A Bachelor's degree from an accredited college or university with major coursework in business, computer science, project management, information technology, or a related field. Advanced degree in a business or technical field FAC P/PM or PMP certification Experience with Atlassian / Jira / Confluence and TFS Special Requirements/Security Clearance

Must posses a TS clearance with SCI eligibility
